Summary

The Technical Specialist II and III is responsible for functional requirements definition, security, implementation, and maintenance of the Transmission Management System. Additionally, the Technical Specialist III will also be responsible for functional requirements definition, security, implementation, and maintenance of Distribution DSCADA systems. This individual will interface with various Technology and Operational Technology functions, contractors, and Oncor business partners to define, prioritize, and execute application enhancements, operational performance improvements, projects, and maintenance requests. The Technology Control Systems Integrator is responsible for supporting servers, databases, storage, security, networks, and applications that support the real-time operations environment.

The Technology Control Systems Integrator is responsible for ensuring Oncor’s Control Systems environments remain secure, reliable, and available for continuous 24/7 operations. This role requires adherence to utility industry regulations, standards, best practices, and operational guidelines to support the real-time performance of critical control systems. Travel will be required primarily within the Dallas–Fort Worth area to provide on-site support as needed. Additionally, this position requires reporting to an Oncor work location at least three days per week.

Key Roles & Responsibilities for Technical Specialist Level II and III

  • Assist in the maintenance, daily operation, and troubleshooting of Oncor’s protected applications, including those applications supported by a third party.
  • Provide support for the real-time 24/7 monitoring, maintenance, and daily operations of the Transmission Management System (TMS) and Supervisory Control and Data Acquisition system (SCADA).
  • Support the implementation of Technology infrastructure, including networks, server systems, security technologies, databases, and application architectures.
  • Implement system patches and remediate vulnerabilities in accordance with change management processes.
  • Maintain compliance with all applicable regulations, North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) requirements, Oncor policies, and procedures.
  • Respond to issues reported by Transmission Grid Operations (TGO), Distribution Operations Centers (DOCs), and application users.
  • Interact with business partners across multiple business units to ensure high support levels are maintained in the TMS environment.
  • Support root cause analysis to assist in the resolution of TMS issues.
  • Provide coordination of outages due to maintenance, upgrades, and implementations with the Transmission Grid Operations and DOC Operations Control Rooms.
  • Support Disaster Recovery (DR) and Business Continuity (BC) planning and testing efforts for the TMS environments.
  • Provide after-hours on-call support per scheduled rotation and support after-hours activities as needed.

Additional Key Roles & Responsibilities for Level III

  • Provide support for the real-time 24/7 monitoring, maintenance, and daily operations of the Distribution SCADA system.
  • Follow Technology policies and procedures for the administration of user permissions and security levels that adhere to National Institute of Standards and Technology Risk Management Framework (NIST RMF), NERC CIP, Cyber Security, and other regulatory requirements.
  • Demonstrate experience with a wide range of Technology tools, including but not limited to Windows, Linux, security, network, and storage tools.
  • Collaborate with Transmission and Distribution (T&D) Services and Distribution Management System (DMS) Support to ensure the Control Systems platform continuously improves and resolves issues in the control systems environment.
  • Assist in supporting TMS and third-party applications, development processes, standards, metrics, and monitoring to ensure that the Oncor TMS and DSCADA applications are available, responsive, and achieving planned business outcomes and objectives.
  • Respond to problem tickets and issues reported by TMS and Distribution Supervisory Control and Data Acquisition (DSCADA) end users.
  • Mentor and support Technology staff members on existing processes and procedures.
  • Interact with business partners across multiple business units to ensure high support levels are maintained in the DSCADA environments.
  • Review risks and impacts of all system changes and communicate this information to the Senior Manager, Technology Operations – Control Systems Integration Group.

Skills

  • Experience with customer information systems, meter management systems, distribution information systems, and other applications used in the utility industry is preferred.
  • Possess general Information Technology (IT) knowledge, including strong verbal and written communication skills, leadership skills, and the ability to understand business requirements and needs.
  • Be able to build strong relationships with vendors and functional partners.

Education & Experience

  • High School diploma, GED, or equivalent is required.
  • Technical Specialist Level II: Minimum of 4 years of IT operational maintenance experience or directly related experience is required.
  • Technical Specialist Level III: Minimum of 6 years of IT operational maintenance experience or directly related experience is required.
  • Bachelor’s degree in Management Information Systems, Computer Science, or a related field is encouraged to apply.
