SAIC is seeking an experienced and technically proficient IT Project Manager to lead critical projects across our Technical Infrastructure, Systems Architecture, and Software Engineering domains. The IT Project Manager will drive the planning, execution, and delivery of complex IT initiatives, ensuring alignment with NOAA/GFDL's business goals, security standards, and operational excellence frameworks. This includes overseeing the end-to-end delivery of technical infrastructure, systems architecture, and software engineering initiatives. This role requires technical acumen to estimate timelines realistically, anticipate technical bottlenecks, and ensure projects align with both operational standards and executive business goals.
Key Responsibilities:
- Infrastructure & Networking: Oversee projects involving cloud computing models (IaaS, PaaS, SaaS) across major providers like AWS, Azure, and Google Cloud, as well as core networking implementations including IP addressing, DNS, firewalls, VPNs, microservices architecture, and load balancing.
- System Integration & Databases: Manage the integration of systems via RESTful APIs, SOAP, webhooks, and middleware, while overseeing database management projects involving both relational (PostgreSQL, MySQL) and non-relational (MongoDB, DynamoDB) structures and data warehousing.
- Software Lifecycle Delivery: Drive end-to-end Software Development Life Cycle (SDLC) phases—from requirements gathering to maintenance—using Agile (Scrum, Kanban), Waterfall, hybrid, and scale-oriented frameworks like SAFe.
- DevOps & Security: Coordinate automated testing, CI/CD pipelines, version control (Git), and containerization (Docker, Kubernetes) deployments. Ensure adherence to basic security hygiene (IAM, encryption, vulnerability patching) and industry compliance regulations (SOC 2, GDPR, HIPAA, PCI-DSS).
- Project Governance & ITSM: Lead core PM knowledge areas (scope, scheduling, risk identification, resources, and quality management) while implementing IT Service Management (ITIL) processes, including change management, incident resolution, SLAs, and post-deployment support.
- Financial & Stakeholder Alignment: Manage IT Capex vs. Opex budgets, estimate cloud cost consumption, oversee software licensing models, and translate technical complexity into executive-level business impacts while managing third-party vendors.
Required Education:
- Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
Required Qualifications:
- IT project management experience overseeing cloud, infrastructure, and / or security projects.
- Understanding of network engineering, system integrations, APIs, and multi-cloud strategies.
- Expertise in SDLC methodologies and IT financial management.
- Familiarity with DevOps/CI/CD practices, cybersecurity standards, and ITSM/ITIL frameworks.
Clearance:
- Must be a U.S. Citizen with the ability to obtain a Public Trust Clearance.
