Location: Dallas, Texas (Hybrid – 2–3 days onsite at IRS Farmers Branch)

Citizenship: US Citizen (MUST)

Security Clearance: Must be eligible to possess MBI (Background Investigation) clearance. Active MBI clearance is preferred.


Job Summary:

eTel is seeking a Technical Project Manager (PM) to lead delivery activities for our federal initiative. This role requires both strong program leadership and a solid technical understanding of APIs, microservices, and integration architectures.


The PM will manage complex workstreams, coordinate cross-functional technical teams, support API development lifecycles, and act as the primary communication bridge between the client stakeholders, engineering teams, and internal leadership. This position requires exceptional communication, structured project execution, and the ability to operate effectively within a highly governed federal environment.


This is an onsite hybrid role requiring 2–3 days per week in Dallas, Texas at the Farmers Branch location.

 

Key Responsibilities:

  • Serve as the primary project leader for the federal initiative, overseeing end-to-end delivery.
  • Lead planning, execution, coordination, and tracking of all API development, integration, and deployment activities.
  • Facilitate communication between stakeholders, engineering teams, product owners, and leadership.
  • Maintain detailed project plans, schedules, technical roadmaps, and risk registers.
  • Lead Agile ceremonies (sprint planning, refinement, retrospectives, etc.).
  • Translate business requirements into actionable tasks for engineering teams.
  • Provide technical oversight and ensure compliance with API design standards, security requirements, and program guidelines.
  • Support prioritization of backlog items and manage scope, timelines, and resource alignment.
  • Track status of API builds, test cycles, environments, and release readiness.
  • Present clear and concise status updates to senior stakeholders and federal leadership.
  • Manage project risks, dependencies, and escalations with timely mitigation strategies.
  • Ensure documentation quality across technical artifacts, decision logs, and compliance deliverables.
  • Coordinate with DevOps, security, and infrastructure teams for environment readiness and deployments.

 

Required Qualifications:

  • 8+ years of Project/Program Management experience in IT delivery.
  • Strong technical background with hands-on exposure or deep understanding of: REST APIs | JSON/XML | API lifecycle and versioning | Integration patterns and microservices.
  • Proven experience managing software development teams in Agile/Scrum environments.
  • Excellent communication skills—clear, structured, confident, and executive-ready.
  • Experience in large enterprise IT environments; federal experience strongly preferred.
  • Strong skills in project planning, risk management, and stakeholder engagement.
  • Proficiency with Jira, Confluence, MS Project, or similar PM tools.
  • Ability to work onsite 2–3 days per week in Dallas, Texas.
  • Must be a U.S. Citizen and able to obtain MBI clearance.

 

Preferred Qualifications:

  • Experience working with API gateways, CI/CD pipelines, or cloud-native development.
  • PMP, SAFe, Scrum Master, or Program Management certifications.
  • Experience with integrations across multiple enterprise systems.
  • Background working with Kubernetes/Docker (understanding, not hands-on required).
