As a Technical Program Manager, Engineering Operations at Delinea, you will combine the delivery discipline of a TPM with hands-on ownership of the tools, vendors, and financial operations that keep Engineering running effectively. You will drive cross-team programs to ensure on-time, in-scope delivery while owning the vendor lifecycle and developer tooling that our Engineering organization depends on.

In this role, you will serve as the connective tissue between Engineering and key partners across IT/BizApps, Security, Legal, Privacy, FP&A, and Cloud. This position is ideal for someone who is equally comfortable leading a program status review, resolving cross-functional dependencies, and negotiating a SaaS renewal.

This is a Hybrid position in Mexico city

What You’ll DoProgram & Delivery Management
  • Lead and coordinate multiple concurrent software development projects across various Engineering teams.

  • Manage cross-team dependencies and ensure alignment on delivery timelines, milestones, and priorities.

  • Collaborate with other TPMs to maintain a unified view of cross-team initiatives and ensure timely execution.

  • Proactively identify and resolve blockers that may impact project delivery, mitigating risks through early detection and strategic problem-solving.

  • Maintain and communicate project status using tools such as burndown charts, dashboards, and progress reports.

  • Ensure stakeholders are informed of key updates, changes, risks, and decisions, serving as a liaison between technical teams and business stakeholders.

Engineering Operations & Vendor Management

Own the Engineering vendor lifecycle and developer tooling, serving as the primary point of contact between Engineering and cross-functional partners.

Vendor Onboarding & Procurement

  • Drive SaaS vendor onboarding for Engineering, with a working knowledge of standard agreements such as MSAs, DPAs, and order forms, as well as procurement workflows.

  • Understand Delinea’s GRC practices and roles to efficiently navigate vendor requests through the appropriate workflows, without owning or executing the GRC process itself.

  • Coordinate with vendors and internal stakeholders to facilitate Privacy and Security reviews, leveraging tools such as Zip to streamline intake and approvals.

  • Partner with FP&A and Legal to ensure vendor onboarding and procurement activities are completed efficiently and in compliance with company requirements.

Developer Tooling Ownership
  • Migration: Lead application and service consolidation across acquired and legacy technology stacks, including StrongDM, Fastpath, Authomize, and Thycotic/Centrify.

  • Renewals: Own the Engineering tooling renewal calendar to prevent service lapses and enable proactive vendor negotiations.

  • License Management: Administer license distribution and reclamation, and build a strong operating partnership with IT/BizApps and the DevEx team.

  • Security: Implement and follow Delinea’s security guidelines, including SSO, access reviews, and offboarding, in partnership with IT and Security.

  • Feature Expansion: Evaluate and roll out expanded capabilities across Engineering tools, including Docker Hub, Postman, and AI-enabled tools, based on organizational needs.

  • Environments: Manage Dev/Test/QA accounts and access across Azure, GCP, and AWS in collaboration with Cloud and IT teams.

Financial Operations
  • Reconcile Engineering tooling invoices in Concur against contracts, purchase orders, and usage.

  • Generate and track purchase orders in partnership with FP&A.

  • Monitor tooling spend and support proactive financial planning and vendor management.

Process Improvement
  • Continuously improve the processes that connect Engineering with partner teams, including vendor intake, renewals, license requests, and procurement.

  • Identify opportunities to reduce cycle time, eliminate manual effort, and improve visibility across cross-functional workflows.

  • Establish scalable processes and operating mechanisms that enable Engineering to move efficiently while maintaining appropriate governance and controls.

What You’ll NeedProgram Management Experience
  • Bachelor’s or master’s degree in Computer Science, Software Engineering, or a related technical discipline.

  • 5+ years of experience in project or program management within software development organizations.

  • Strong organizational and time-management skills, with the ability to manage multiple priorities simultaneously.

  • Strong analytical, problem-solving, and decision-making abilities.

  • Excellent written and verbal communication and interpersonal skills.

  • Professional certification in project or program management, such as PMP, PMI-ACP, CSM, or SAFe.

  • Strong understanding of the Software Development Lifecycle (SDLC) and experience working with Agile methodologies such as Scrum and Kanban.

Engineering Operations Experience
  • Working knowledge of SaaS procurement processes and standard vendor agreements, including MSAs, DPAs, and order forms.

  • Familiarity with GRC practices and workflows, particularly for efficiently navigating vendor, Privacy, and Security reviews.

  • Experience managing software licenses, renewals, and tooling budgets, ideally in partnership with IT/BizApps teams.

  • Comfort working across multi-cloud environments, including Azure, GCP, and AWS, particularly in managing Dev/Test/QA accounts and access.

  • Experience reconciling vendor invoices and tracking purchase orders using tools such as Concur, in partnership with FP&A.

  • A strong process-improvement mindset, with a track record of reducing cycle time and manual effort across cross-functional workflows.
