ECS is seeking a Technical Program Manager to work in our Fairfax, VA office in a hybrid onsite/remote capacity with regular travel to Falls Church, VA and Ft. Meade, MD, and occasional travel to Suffolk, VA.

 

ECS is seeking a Technical Program Manager to support robust Impact Level (IL) 5 and IL6 programs in an operational DoD environment that houses multiple U.S. Coalition Mission Partner Environments (MPE). The Technical Program Manager bridges the gap between complex engineering, business strategy, and execution. They drive the lifecycle of technical projects—from conception to deployment—by managing cross-functional dependencies, identifying risks, and ensuring technical teams build scalable solutions that align with MPE mission goals. The ideal candidate has a broad and varied technical background with a focus on cloud infrastructure and experience with DoD environments. This position is a demanding, high-energy role that requires hands-on oversight, execution, and management of a highly visible program that supports innovative solutions to network, hardware, and software challenges. The Technical Program Manager reports directly to the Senior Technical Program Manager.


Job Responsibilities

  • Directly support a dynamic program that includes network, cloud, and security engineers; and technical leadership.
  • Lead phased program initiation, planning, execution, and monitoring activities.
  • Plan, organize, and direct the completion of medium to large projects on time, on budget, and within scope.
  • Coordinate and facilitate project meetings with end-users through high-level government stakeholders to corporate executive management.
  • Manage teams responsible for implementing NIST 800-53 security controls, STIG hardening, maintaining compliance with DISA security requirements, and executing the Risk Management Framework (RMF) lifecycle.
  • Coordinate with cybersecurity teams to manage ACAS findings, POA&M tracking, and continuous monitoring activities.
  • Oversee the development of required program documentation (e.g., charters, CONOPS, ROMs, requirements, design documents, implementation plans, test plans, schedules, etc.).
  • Translate mission requirements into technical implementation roadmaps and delivery milestones.
  • Assign program tasks, track timely task completion, and communicate / mitigate task delays.
  • Identify and assist in the development and finalization of required program deliverables.
  • Oversee program-related contract actions and financial tasks.
  • Interface with government stakeholders and program leadership to communicate system status, risks, and mitigation strategies.
  • Provide coaching, guidance, and mentoring to a team responsible for building and maintaining multiple network enclaves to support the DoD.  
  • Other duties, as assigned.

Salary Range: $150,000 - $190,000

Preferred Qualifications
  • U.S. Citizen.
  • Bachelor’s degree in Computer Science, Information Security, or another Science, Technology, Engineering and Mathematics (STEM) or Business / Management degree preferred with a minimum of 8+ years of experience in Information Technology with increasing project and program management and leadership responsibilities, including planning, scheduling, task prioritization, and execution.
  • 10+ years of relevant work experience may be substituted in lieu of a degree.
  • Active Secret security clearance required to interview with the ability to obtain a Top Secret security clearance with Sensitive Compartmented Information indoctrination (TS/SCI).
  • Active DoD 8140 Information Assurance Technology (IAT) Level II certification (Security+ or higher).
  • Demonstrated ability to apply an understanding of engineering and systems administration/operations to proactively identify and remediate day-to-day technical and operational challenges.
  • Working knowledge of Azure architecture components.
  • Hands-on knowledge and experience with:
    • Coordinating deployment and sustainment of secure cloud infrastructure in regulated environments.
    • Supporting RMF lifecycle activities, including security documentation, POA&M tracking, and continuous monitoring within DoD or federal environments.
    • Collaborating with cross-functional teams to secure an Authority to Operate (ATO).
    • DISA STIG compliance, system hardening, and patch management processes.
    • CI/CD pipelines, infrastructure-as-code, and automated deployment practices.
    • Supporting operational processes such as change management, incident response, and system monitoring.
  • Ability to travel <20% to CONUS locations including Falls Church, VA, Ft. Meade, MD and Suffolk, VA as well as OCONUS customer sites.
  • Advanced proficiency in Microsoft Office tools and O365, including Excel, Word, PowerPoint, and Teams.
  • Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
  • Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders from peers to end-users to executive management.
