The Technical Program Manager leads the delivery of new programs and products across our digital channels, supporting millions of members nationwide. In this role, the Technical Program Manager also oversees tool governance (Jira, Slack, Monday.com, etc.) and process optimization to enhance efficiency and operational effectiveness across business units.
As a Technical Program Manager, you will lead and govern end‑to‑end program delivery, ensuring the compliant launch of new products and features. You will oversee scheduling, resourcing, and implementation, and provide clear reporting on status, risks, and costs to stakeholders and executives. You will also leverage advanced Jira Administration skills to support tool governance and optimize delivery processes, and you must be able to build your own reports using Jira, Excel, or other Business Intelligence tools or extensions; experience with Monday.com is preferred but not required.
Job Duties:
Program Delivery & Execution
Lead end‑to‑end delivery of digital programs and product launches, ensuring full compliance throughout the lifecycle.
Provide ongoing reporting of delivery status, risks, issues, and costs to stakeholders and executives and maintain project timelines.
Tool Governance & Process Optimization
Govern and maintain delivery tools such as Jira, Slack, and Monday.com to help standardize access and improve operational integrity.
Optimize and streamline delivery processes across marketing teams to improve efficiency and operational effectiveness.
Jira Administration & Reporting
Leverage advanced Jira Administration skills to configure workflows, boards, dashboards, permissions, and automations.
Build and maintain custom delivery and performance reports using Jira, Excel, or Business Intelligence tools or extensions.
Support reporting needs for leadership through data‑driven insights and delivery metrics.
Utilize Monday.com for reporting or workflow tracking when beneficial; experience preferred but not required.
Cross‑Functional Leadership
Partner with product, engineering, marketing, and leadership teams to align delivery plans with business priorities.
Communicate program goals, milestones, risks, and dependencies across cross‑functional stakeholders.
Qualifications:
5–10 years of experience in delivery functions such as project management, product management, development, or QA.
Strong knowledge of the Software Development Life Cycle (SDLC) and Agile methodologies; experience managing Agile projects preferred.
Proven ability to independently deliver solutions within committed schedule milestones and manage mid‑size to large, customer‑facing programs.
Demonstrated ability to understand complex systems, improve processes, and resolve issues with minimal oversight.
Advanced Jira Administration skills, including configuring workflows, boards, dashboards, permissions, and automations.
Ability to build custom reports using Jira, Excel, or Business Intelligence tools or extensions; experience with Monday.com preferred but not required.
Strong analytical skills with the ability to produce data‑driven insights and delivery metrics for leadership.
Excellent oral, written, and presentation skills for cross‑functional communication.
Ability to assess customer and system impacts resulting from product or process changes.
Demonstrated capacity to partner effectively with product, engineering, marketing, and leadership teams.
Bachelor’s degree or equivalent combination of education and experience.
Ability to work independently, exercise sound judgment, and navigate complex issues with significant autonomy.
The starting pay range for this position is:
$129,400.00 - $172,000.00Additionally, for full time positions, you will be eligible to participate in our incentive program based upon the achievement of organization, team and personal performance.
