About the team and the role:
eBay's Cloud Technologies organization enables the infrastructure, platforms, and internal partnerships that help our teams build, secure, and operate technology at scale. This team works closely with Corporate Services, Information Security, Product Development, and Engineering to coordinate complex initiatives that support reliable, efficient, and well-governed technology delivery across the company.
Cloud Technologies is at the center of eBay's foundational AI work — from building the secure agent platforms and identity infrastructure that let AI agents operate safely at scale, to driving AI-platform efficiency, to enabling AI-powered support and developer tooling across the company. As a Technical Program Manager on this team, you will sit at the forefront of that AI enablement work, helping coordinate the programs that turn eBay's AI strategy into shipped, production-ready capability.
As a Technical Program Manager, you will help drive planning, coordination, and execution across cloud- and technology-related programs from concept through development, testing, and implementation. You will partner with both technical and non-technical stakeholders to bring structure to ambiguity, connect dependencies across teams, and keep programs moving forward with clarity and accountability. This role is ideal for someone who enjoys detailed execution, cross-functional collaboration, and translating complex technical work into actionable plans and clear stakeholder communication.

What you will accomplish

  • Drive end-to-end delivery of cloud technology programs — including foundational AI and AI-enablement initiatives — by aligning requirements, timelines, dependencies, and implementation plans across Product, Engineering, Information Security, Corporate Services, vendors, and business partners.
  • Create and maintain clear program artifacts — including project plans, milestone tracking, and execution updates — that improve visibility, accountability, and on-time delivery across multiple stakeholders.
  • Partner with technical and non-technical teams to ensure designs, requirements, and solutions are assessed, sized, tested, and implemented with the right cross-functional input and operational readiness.
  • Support roadmap planning and estimation activities by helping program teams prioritize work, surface dependencies early, and make informed trade-offs that balance delivery precision with business goals.
  • Serve as a key coordination lead within the assigned portfolio by identifying blockers, driving timely decisions, and helping teams stay aligned on deliverables and next steps.
  • Facilitate workshops, status reviews, and stakeholder discussions that improve decision-making, strengthen collaboration, and communicate program progress clearly to senior leadership and partner teams.

What you will bring

  • 4+ years of experience in program management across the product lifecycle, business systems analysis, or related roles in technology-focused organizations.
  • Proven ability to identify technical dependencies, assess potential impacts, and independently drive cross-functional follow-through in complex environments.
  • Strong written and verbal communication skills, with the ability to explain technical designs, delivery risks, and business requirements clearly to varied audiences.
  • Experience creating and managing core program artifacts such as project plans, milestone tracking, status reporting, and execution governance.
  • Ability to work effectively with both technical partners (such as Product and Engineering) and non-technical partners (such as Business and Policy) to deliver shared outcomes.
  • Curiosity about and comfort working alongside AI/ML-driven platforms and initiatives; interest in helping shape how AI is adopted and operationalized within a large technology organization is a plus.
  • Bachelor's degree in Computer Science, Business, Engineering, or a related field, or equivalent practical experience supporting technology programs.
