Position Overview
The Platform Services and Emerging Technologies (PSET) team is seeking a Technical Program Manager (TPM) to lead Regionalization build-out and Developer Enablement infrastructure initiatives. In this role, you will own complex, cross-functional programs that span regulated cloud environments, infrastructure readiness, platform capabilities, and developer-facing enablement. You will work closely with engineering, architecture, security, compliance, and product leadership to ensure new compliance regions and supporting platform infrastructure are delivered securely, predictably, and at scale. This role requires strong technical depth, excellent execution discipline, and the ability to operate effectively across organizations to align priorities, manage risk, and drive outcomes in ambiguous environments.
Responsibilities
Program Leadership & Delivery
Lead new-region build-out programs, including infrastructure readiness, compliance dependencies, and cross-team execution
Own end-to-end delivery of Developer Enablement infrastructure initiatives that support platform adoption, developer productivity, and operational scalability
Build and maintain integrated delivery plans across multiple engineering teams, ensuring clear milestones, dependencies, and risk management
Drive delivery forecasting, execution tracking, and transparent reporting across program lifecycles
Stakeholder Alignment & Communication
Act as the single coordination point for complex, cross-org initiatives involving engineering, security, compliance, product, and platform teams
Partner with executive stakeholders, architects, and product leaders to shape strategy, sequencing, and execution plans
Provide clear, actionable status reporting at both executive and team levels, including risks, tradeoffs, and mitigation strategies
Execution Excellence & Risk Management
Proactively identify, assess, and mitigate risks related to infrastructure, compliance, dependencies, and delivery timelines
Support engineering teams with impediment removal, exception handling, and dependency resolution
Drive automation and operational improvements to create visibility, repeatability and a single source of truth across delivery processes Ways of Working & Continuous Improvement
Champion Agile and Lean delivery practices, supporting self-organizing engineering teams operating in complex environments
Lead retrospectives and lessons learned to continuously improve delivery effectiveness, collaboration, and program outcomes
Act as a change agent, helping teams navigate evolving requirements, regulatory constraints, and platform priorities
Minimum Qualifications
Bachelor’s degree in engineering, Computer Science, Business Administration, or a related field
5+ years of experience delivering complex, cross-team initiatives in fast-paced technical environments
3+ years in a TPM, Product Manager, Software Architect, or similar role
Strong understanding of cloud platforms and distributed systems, including APIs and services on AWS, Azure, or Google Cloud
Demonstrated ability to manage large-scale infrastructure or platform programs with significant dependencies
Excellent communication and stakeholder management skills, with the ability to influence across technical and non-technical audiences
Strong problem-solving skills with a bias toward action and outcomes
Preferred Qualifications
Experience working in regulated or compliance-driven environments (e.g.,
FedRAMP, SOC 2, ISO, government cloud)
Familiarity with cloud infrastructure build-out, regional expansion, or platform
enablement initiatives
Experience partnering closely with security, compliance, and architecture teams
Passion for operational excellence, process improvement, and scalable delivery practices
