General Description

Galveston County is seeking a detail-oriented and experienced Technical Procurement Specialist to support capital improvement and infrastructure projects across the county. This role plays a vital part in ensuring that construction-related procurements are accurately scoped, competitively sourced, and compliant with Texas state procurement laws and county policies. The ideal candidate will bring expertise in public sector construction procurement, contract administration, and technical scoping for vertical and horizontal builds.

Duties and Responsibilities

The functions listed below represent the majority of the time spent working in this class.  Management may assign additional functions related to the type of work of the class as necessary.

  • Construction Scoping & Planning
    • Collaborate with County Engineers, Facilities Management, and external consultants to define technical specifications for county-funded construction projects.
    • Develop procurement strategies that align with project timelines, budgets, and regulatory requirements.
  • Public Procurement Execution
    • Prepare and issue solicitations (RFPs, RFQs, ITBs) for construction services, materials, and professional services in accordance with Texas Local Government and other applicable statutes.
    • Facilitate pre-bid conferences, site walkthroughs, and vendor Q&A sessions.
    • Review and evaluate bids for technical accuracy, responsiveness, and cost-effectiveness.
  • Contract Development & Oversight
    • Draft and negotiate construction contracts, including general contractor agreements, design-build packages, and task orders.
    • Monitor contractor performance and ensure compliance with scope, schedule, bonds, and safety standards.
    • Manage change orders, claims, and contract close-out procedures.
  • Regulatory Compliance & Documentation
    • Maintain thorough records of procurement activities, bid evaluations, and contract files for audit readiness.
    • Ensure all procurement actions comply with county policies, state laws, and federal funding requirements (e.g., FEMA, HUD, TxDOT).
    • Support grant reporting and documentation for state and federal infrastructure programs.
  • Stakeholder Engagement
    • Serve as a liaison between Purchasing, Engineering, Legal, and Finance departments.
    • Provide technical procurement guidance to county departments and elected officials.

Qualifications

  • Bachelor’s degree in Construction Management, Engineering, Public Administration, or related field.
  • Minimum 5 years of experience in public sector procurement with emphasis on construction and infrastructure.
  • Strong knowledge of Texas public procurement laws and construction project delivery methods.
  • Proficiency in contract law, bid evaluation, and vendor negotiations.
  • Excellent communication, organizational, and analytical skills.
  • Preferred certifications: Certified Texas Contract Manager (CTCM), Certified Texas Purchasing Manager (CTPM), CPPB, CPPO, or PMP.

Preferred Experience

  • Experience with coastal infrastructure, flood mitigation, and public facility construction.
  • Familiarity with FEMA Public Assistance and HUD CDBG-DR procurement guidelines.
  • Prior work with county governments or special districts in Texas.

Salary: $78,437.00
