Position Overview
We are seeking a senior technical leader to serve as Contract Lead/Task Lead for federal data linkage services. This hands-on position requires deep expertise in statistical matching methodologies, large-scale data management, and federal data linkage operations.
Job Description
The Contract Lead is responsible for the technical execution of data linkages using PII and/or Privacy-Preserving Record Linkage (PPRL) strategies combined with statistical matching methodologies. You will ensure linkage quality, reproducibility, comprehensive documentation, and automation-ready processes across all linkage activities. This role encompasses oversight of data masking operations, distribution of linked files, and development of study linkage reports. As the senior technical authority, you will provide sustained hands-on engagement for the highest-effort technical tasks within the program.
Key Responsibilities
As Contract Lead, you will lead the technical execution of data linkages using PII and PPRL strategies with statistical matching methodology. You will ensure high linkage quality, reproducibility, and comprehensive documentation for all linkage activities. Your responsibilities include developing and maintaining automation-ready processes to enhance efficiency and consistency. You will oversee data masking operations to ensure compliance with privacy requirements and manage the distribution of linked files to authorized recipients. Development of detailed study linkage reports and providing technical support to stakeholders will be core functions. You will maintain expertise in multi-way linkages of large and complex datasets while ensuring all activities align with federal data security requirements.

Experience Requirements
- Minimum 5 years of experience as task lead on projects of similar size and scope
- Demonstrated expertise in data linkage methodologies and statistical matching
- Experience with large-scale federal data operations
Education & Certifications
- Master's degree in Health Services, Social Services, Economic Research, Behavioral Research, or related field OR Bachelor's degree in Health Services, Social Services, Economic Research, Behavioral Research, or related field with 2 additional years of relevant experience.
- Professional certifications commensurate with duties
