Position Summary

Blue Ops is seeking a highly organized, detail-oriented Technical Operations Administrator to support the Director of Technology and coordinate activities across the Technology, Production, Marine Operations, Military Operations, and Sales teams.

This role is responsible for developing and maintaining Integrated Master Schedules (IMS) that govern all phases of technology integration, testing, and demonstration programs, from early lead-up activities at the project level through full event execution.

The Technical Operations Administrator serves as the central coordination point for technology deployment readiness, ensuring that systems, personnel, equipment, and vessels are prepared well in advance of customer demonstrations, military exercises, and operational events.

The ideal candidate thrives in a fast-paced environment, has direct experience maintaining program-level schedules, excels at managing multiple priorities simultaneously, and brings a disciplined approach to resource allocation and schedule risk management.

Essential Duties and Responsibilities

Integrated Master Schedule (IMS) Management

  • Develop, own, and maintain the program-level Integrated Master Schedule covering all technology integration, testing, validation, demonstration, and deployment activities.
  • Decompose program milestones into detailed project-level tasks, ensuring full schedule traceability from lead-up activities through event execution and post-event close-out.
  • Establish and maintain schedule logic, task dependencies, and critical path visibility across all active workstreams.
  • Identify schedule risks, conflicts, and float erosion early; recommend and track corrective actions to protect milestone commitments.
  • Maintain rolling 30/60/90-day lookahead schedules for technology, production, and operations teams.
  • Generate schedule status reports, variance analyses, and milestone completion tracking for leadership and stakeholder review.
  • Implement and enforce schedule baselining and change control processes; document schedule deviations with root cause and recovery plans.
  • Coordinate with Production, Engineering, and Operations Leads to validate schedule assumptions and ensure realistic task durations.

Resource Allocation & Staffing Coordination

  • Maintain resource-loaded schedules that reflect personnel requirements across integration, testing, and event activities.
  • Identify resource conflicts, gaps, and over-allocations in advance of milestones; work with team leads to resolve staffing shortfalls before they impact schedules.
  • Coordinate staffing plans for integration windows, test events, demonstrations, and military exercises to ensure all activities are properly resourced.
  • Track personnel availability, deployment commitments, and travel schedules across the Technology, Production, and Marine Operations teams.
  • Support headcount planning and contractor resource requests tied to scheduled integration and testing milestones.

Technology Team Administration

  • Provide administrative and operational support to the Director of Technology and technology team.
  • Coordinate calendars, meetings, travel, and schedules for technology personnel.
  • Track technology project milestones, deadlines, deliverables, and action items.
  • Maintain visibility into technology development priorities and resource allocation.
  • Prepare meeting agendas, project updates, and status reports.

Integration Management

  • Coordinate and track all third-party technology integrations and partner activities against the IMS.
  • Maintain integration schedules, deliverables, testing requirements, and readiness status.
  • Ensure integration partners meet required timelines prior to demonstrations, exercises, and customer deployments; flag risk to leadership when lead-up milestones are in jeopardy.
  • Serve as the primary coordination point between Blue Ops engineering teams and external technology providers.
  • Track integration documentation, software releases, hardware deliveries, and testing requirements through completion.
  • Maintain partner schedule commitments and hold external stakeholders accountable to integration deadlines.

Demonstration & Exercise Coordination

  • Coordinate planning and execution of customer demonstrations, military exercises, testing events, and technology showcases.
  • Develop and publish event-specific execution timelines with lead-up task schedules that begin no later than 90 days prior to each event.
  • Work closely with Sales, Marine Operations, Military Operations, and Production teams to ensure event readiness across all functional areas.
  • Develop and maintain event readiness checklists, track completion status, and escalate open items to leadership on a weekly basis.
  • Coordinate vessel availability, staffing requirements, equipment needs, and logistics support.
  • Ensure all stakeholders understand responsibilities, deadlines, and operational requirements well in advance of event execution.

Testing & Quality Coordination

  • Schedule and track technology testing activities with Production and Marine Operations teams, ensuring test windows are captured and protected in the IMS.
  • Ensure vessels receive sufficient water time and testing opportunities before demonstrations and deployments; identify and resolve scheduling conflicts that could limit test access.
  • Track testing progress, results, deficiencies, and corrective actions through closure.
  • Verify that all systems have completed required testing and validation prior to customer use.
  • Support Blue Ops Quality Certification processes by maintaining testing records and readiness documentation.

Logistics & Travel Management

  • Coordinate travel arrangements for technology personnel supporting demonstrations, testing, and customer events.
  • Manage logistics associated with equipment movement, vessel readiness, and field deployments.
  • Coordinate accommodations, transportation, shipping, and deployment support requirements.
  • Maintain deployment schedules and operational calendars synchronized with the IMS.

Cross-Functional Program Coordination

  • Act as a liaison between Technology, Production, Marine Operations, Military Operations, and Sales; maintain schedule alignment across all teams.
  • Facilitate communication and follow-up between teams; distribute weekly schedule updates and action item trackers.
  • Monitor critical path and proactively identify schedule conflicts, resource gaps, or delivery risks before they impact customer commitments.
  • Help ensure organizational alignment on priorities and execution timelines; surface trade-off decisions to leadership with options and recommendations.
  • Escalate issues that could impact customer commitments, demonstrations, testing schedules, or delivery milestones with supporting schedule data.
Required Qualifications
  • 5+ years of experience in program scheduling, project coordination, operations administration, or program management.
  • Demonstrated experience building and maintaining Integrated Master Schedules (IMS) for multi-workstream programs.
  • Proficiency with scheduling tools such as Microsoft Project, Smartsheet, or equivalent IMS platforms.
  • Working knowledge of Critical Path Method (CPM) and earned value concepts as applied to schedule management.
  • Strong understanding of schedule risk analysis, baseline management, and variance reporting.
  • Experience with resource-loaded schedules and supporting staffing decisions tied to schedule commitments.
  • Exceptional organizational and time management skills with the ability to manage multiple programs simultaneously.
  • Strong written and verbal communication abilities; able to translate complex schedule data into clear leadership-ready summaries.
  • Proficiency with Microsoft Office and Google Workspace.
  • Ability to work effectively across multiple departments and stakeholder groups under deadline pressure.
Additional Desired Qualifications
  • Experience supporting engineering, technology, defense, maritime, aerospace, robotics, or manufacturing organizations.
  • Familiarity with DoD acquisition program scheduling requirements and IMS/IMP documentation standards.
  • Experience coordinating field operations, demonstrations, or military exercises with associated lead-up planning.
  • Understanding of hardware/software integration programs and test & evaluation (T&E) scheduling.
  • Experience with schedule risk assessment tools and Monte Carlo simulation for schedule confidence analysis.
Physical Requirements and Working Conditions
  • Must be able to walk, stand, and navigate large indoor and outdoor facilities for extended periods of time.
  • Ability to lift, carry, and move materials and equipment weighing up to 25 lbs on a regular basis.
  • Use of personal protective equipment (PPE) may be required in designated areas or when performing specific tasks, in accordance with safety protocols and company policy.
  • May be required to climb ladders, stoop, kneel, or crouch during inspections, maintenance walk-throughs, or emergency response situations.
  • Regular exposure to facility operations including noise, dust, temperature fluctuations, and industrial equipment.
  • Occasional off-hours or weekend work required for emergency facility responses or projects as needed
  • Requires frequent use of a computer and other standard office equipment for documentation, communication, and coordination tasks
