DEPARTMENT SUMMARY: The Facilities Department is a team of over 80 employees responsible for the safety, security, maintenance, and cleanliness of the Centers’ ten locations throughout the Los Angeles area. These facilities cover a wide variety of uses including medical facilities, residential facilities, community rooms, theatres, offices, industrial kitchens, and a coffee shop. The Facilities Department is a great team with hardworking people who enjoy maintaining a wonderful atmosphere for clients and staff who are looking for a community to belong to.

JOB SUMMARY: The Technical Manager is responsible for overseeing facility operations, maintenance, and construction projects across multiple sites. This position manages preventive maintenance schedules, work order systems, and vendor relationships to ensure efficient, safe, and compliant facility performance, as well as acts as project manager for renovations and capital improvements, tracking budgets, timelines, and contractor work. This role supports regulatory compliance, life safety systems, and risk management processes and participates in departmental planning, emergency response, and long-term facilities planning.

ESSENTIAL FUNCTIONS

Facilities Maintenance & Operations

    Oversee maintenance and repairs across multiple locations, including offices, clinics, residences, and theatres

    Manage and maintain the work order system (CMMS), ensuring timely response, resolution, and documentation of requests

    Create and implement preventive maintenance schedules to ensure proper equipment function and facility performance

    Order parts, troubleshoot, and support repairs as needed in coordination with the Property Team

    Conduct regular facility walkthroughs to assess and address safety and technical issues

Project & Construction Management

    Serve as project manager for facility-related renovations and construction projects

    Gather and document project requirements, obtain bids and quotes, and vet contractors

    Track project timelines, budgets, and deliverables to ensure projects are completed on schedule and within scope

    Analyze project finances, reconcile variances, and maintain related documentation including contracts and warranties

    Assist in developing and implementing a long-term maintenance and capital improvement plan

Vendor & Contractor Coordination

    Schedule and oversee work performed by external vendors and contractors

    Coordinate internal communication, on-site logistics, and verification of completed work

    Maintain records of vendor performance, contracts, and bid evaluations to support decision-making

Safety, Compliance, & Risk Management

    Ensure compliance with building codes, permitting requirements, and regulatory standards

    Monitor, test, and document Life Safety and Security Systems across all facilities

    Collaborate on the investigation and reporting of incidents in alignment with OSHA, Workers’ Compensation, and internal safety protocols

    Serve as a point of contact for inspections and ensure all required documentation is up to date and accessible

Administrative & Departmental Support

    Apply for and maintain required permits

    Participate in departmental planning meetings, training, and professional development activities

    Respond to emergencies in an on-call capacity, coordinating with vendors and internal teams

    Perform additional duties to support departmental and organizational objectives

QUALIFICATIONS

    5 years of experience in contractor management, property repair, and commercial building troubleshooting

    An adaptable mindset focused on providing answers and solutions to difficult problems

    Working knowledge of general building management, maintenance, and equipment repair including, but not limited, to electrical, HVAC equipment and controls, plumbing, and various other trades

    Strong organizational skills, including superior written and verbal communication skills

    Ability to handle a heavy workload of many diverse requests calmly and professionally

    Ability to work cooperatively with many departments, clients, and other agency staff members

    Proficiency with MS Office, Work Management System, HVAC control systems, and the aptitude to learn other software programs

    Access to reliable transportation and the ability to be insured

    Ability to make decisions independently and quickly in emergencies

    Familiarity with building mechanical and electrical systems and drawings

    Strong organizational and communication skills

    Ability to work cooperatively with many departments, clients and other agency staff members

    Available to be on-call for scheduled and emergency situations 24-7
