Reports to: Head of Operations
KEY RESPONSIBILITIES
1. Technical Strategy and Leadership
- Develop and implement the ZLTS's annual technical and maintenance strategy and improvement plans.
- Establish maintenance objectives, standards, procedures and performance targets.
- Provide technical leadership and direction to maintenance and technical teams.
- Advise management on equipment condition, technical risks, maintenance priorities and replacement requirements.
- Drive a proactive maintenance and continuous-improvement culture across the facility.
2. Maintenance Planning and Execution
- Develop and implement preventive, predictive and corrective maintenance programmes for all plant and equipment.
- Ensure timely maintenance of compactors, loaders, trucks, trailers, hydraulic systems, electrical systems and other operational machinery.
- Develop maintenance schedules that minimise disruption to waste-receiving and evacuation operations.
- Monitor maintenance activities to ensure work is completed to the required technical and safety standards.
- Ensure maintenance records, service histories and equipment documentation are accurately maintained.
3. Equipment Reliability and Availability
- Monitor equipment performance, reliability, availability and downtime.
- Identify recurring equipment failures and implement appropriate corrective and preventive actions.
- Conduct root-cause analysis for major equipment breakdowns and recurring technical issues.
- Recommend equipment modifications or improvements to enhance reliability, efficiency and operational performance.
- Ensure critical equipment is maintained at optimal availability to support uninterrupted station operations.
4. Technical Operations and Troubleshooting
- Provide technical support to operational teams during equipment failures and other technical emergencies.
- Lead complex troubleshooting and repair activities.
- Diagnose mechanical, electrical, hydraulic and other equipment faults.
- Ensure technical problems affecting waste handling, compaction and evacuation operations are resolved promptly.
- Escalate major technical risks and equipment failures to the General Manager where necessary.
5. Asset and Lifecycle Management
- Maintain an accurate register of technical assets, machinery and major equipment.
- Monitor equipment condition and recommend refurbishment, replacement or disposal where required.
- Support the development of equipment lifecycle and replacement plans.
- Ensure appropriate utilisation and care of company technical assets.
- Monitor asset performance and contribute to capital expenditure planning.
6. Spare Parts and Maintenance Resources Management
- Identify and maintain appropriate stock levels of critical spare parts and maintenance materials.
- Ensure spare parts are properly stored, controlled and accounted for.
- Work with procurement and management to ensure the timely availability of required parts and technical services.
- Monitor the quality and suitability of spare parts and maintenance materials.
- Optimise maintenance costs while maintaining equipment reliability and operational efficiency.
7. Technical Compliance and Safety
- Ensure all technical and maintenance activities comply with company policies, safety procedures and manufacturer requirements.
- Ensure machinery and equipment are inspected and maintained in accordance with applicable standards.
- Support safe isolation, lockout and maintenance procedures where required.
- Ensure technical teams use appropriate tools, PPE and safe work practices.
- Work closely with the Head of Safety to identify and control technical and maintenance-related risks.
8. Team Management and Development
- Supervise, guide and manage technical and maintenance personnel.
- Allocate maintenance duties and monitor the quality and timeliness of work completed.
- Identify technical skills gaps and coordinate relevant training and development.
- Conduct regular performance reviews and provide coaching to technical team members.
- Promote discipline, teamwork, accountability and continuous improvement within the department.
9. Contractor and Service Provider Management
- Coordinate and supervise external technicians, contractors and equipment service providers.
- Ensure contractor work is completed safely, efficiently and to the required technical standards.
- Verify completed work and ensure defects are addressed before final acceptance.
- Monitor contractor performance and compliance with agreed service requirements.
- Maintain appropriate records of external technical services and repairs.
10. Technical Performance Reporting
- Develop monthly and quarterly technical and maintenance performance reports.
- Monitor and analyse equipment availability, downtime, maintenance costs, breakdown frequency and other relevant KPIs.
- Maintain technical dashboards, maintenance records and KPI reports.
- Present equipment performance, key technical risks and improvement recommendations to management.
- Provide input into operational planning, budgeting and capital expenditure decisions.
ADDITIONAL KNOWLEDGE, EXPERIENCE AND SKILLS REQUIRED
Ideal Profile
The Technical Manager should ensure that the transfer station's critical equipment and technical infrastructure remain safe, reliable and available to support continuous waste-receiving, handling, compaction and evacuation operations. The role should minimise unplanned downtime, improve equipment reliability, optimise maintenance costs and ensure that technical and maintenance decisions support the overall operational performance of the Zoomlion Transfer Station.
Education and Experience:
Bachelor's degree in Mechanical Engineering, Electrical Engineering, Mechatronics Engineering, Automotive Engineering or a related discipline. A Master's degree in Engineering, Maintenance Management, Operations Management or a related field is an advantage. Professional engineering certification is an added advantage.
7–10 years of relevant technical or maintenance experience, including at least 3–5 years in a supervisory or managerial role.
Industry Experience:
Waste management, heavy equipment, logistics, manufacturing, mining, construction, automotive or similar industries.
Technical Knowledge:
Maintenance management, mechanical and electrical systems, hydraulics, heavy-duty equipment, fleet and machinery maintenance, equipment reliability, root-cause analysis, preventive and predictive maintenance, asset management, maintenance planning and technical performance reporting.
SOFT SKILLS REQUIRED
- Strong leadership and people management: Ability to effectively lead and develop technical and maintenance teams.
- Decision-making and problem-solving: Strong analytical and troubleshooting ability, particularly during equipment breakdowns and operational emergencies.
- Planning and organisational skills: Ability to prioritise maintenance activities and manage multiple technical demands.
- Excellent communication and interpersonal skills: Ability to communicate technical issues and recommendations clearly to both technical and non-technical stakeholders.
