Job Purpose

HanmiGlobal is seeking a highly qualified Technical Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will drive the program-wide technical leadership, engineering governance, and multidisciplinary integration for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity.

You will be providing program-level leadership, governance, coordination, and strategic engineering oversight for all infrastructure and utility engineering submissions across the program, ensuring that multidisciplinary technical reviews, infrastructure integration, and sustainability goals are fully integrated to support informed engineering decisions for PMCM Management and the Client, while leading the Program Technical Team to support the successful delivery of the overall development program.

Key Responsibilities

  • Establish and maintain the Program Technical Governance Framework, including engineering review procedures, technical standards, compliance requirements, and engineering assurance processes.
  • Provide strategic leadership, technical direction, and performance oversight to the multidisciplinary Program Technical Team, ensuring consistent application of engineering standards and best practices across all project packages.
  • Lead and coordinate multidisciplinary technical reviews of engineering reports, design submissions, specifications, calculations, and technical studies prepared by Lead Developers and consultants.
  • Ensure the successful integration of roads, transportation, utilities, drainage, irrigation, electrical, telecommunications, and associated infrastructure systems across the program.
  • Identify and resolve multidisciplinary engineering conflicts, interface issues, and technical constraints to support coordinated project delivery.
  • Ensure compliance with approved technical standards, specifications, utility requirements, statutory regulations, and operational objectives through robust engineering assurance processes.
  • Lead the technical evaluation of design modifications, engineering deviations, Value Engineering proposals, and change requests, assessing their impact on safety, quality, functionality, cost, schedule, sustainability, and lifecycle performance.
  • Support technical risk identification, mitigation planning, and engineering decision-making throughout the program lifecycle.
  • Coordinate with Lead Developers, consultants, contractors, utility providers, government agencies, and regulatory authorities on technical matters, utility interfaces, approvals, and compliance requirements.
  • Prepare technical reports, executive summaries, engineering assessments, and recommendations for PMCM Management and the Client.
  • Lead technical workshops, multidisciplinary coordination meetings, engineering review sessions, and stakeholder engagements while promoting continuous improvement and engineering excellence.

Requirements

Qualifications & Experience

  • Bachelor's Degree in Civil Engineering, Infrastructure Engineering, Utility Engineering, or a related engineering discipline.
  • Chartered Professional membership or equivalent professional accreditation.
  • Minimum of fifteen (15) years of professional experience in infrastructure engineering, utilities, transportation, land development, urban development, or major capital projects.
  • Experience within PMCM, PMC, EPCM, consultancy, developer, or client-side organizations, preferably on large-scale infrastructure and land development programs in Saudi Arabia or the GCC.

  • Proven expertise in infrastructure integration and utility coordination (roads, drainage, irrigation, electrical, telecommunications)
  • Experience establishing technical governance frameworks, engineering assurance processes and multidisciplinary technical reviews
  • Experience leading multidisciplinary technical teams and providing strategic technical direction
  • Experience in technical risk identification, change management, value engineering, and engineering decision-making
  • Strong stakeholder management, executive reporting, communication, and leadership skills
