Job Description SummaryJoin GE Vernova's Gas Power Engineering Technical Learning Office and lead the enterprise strategy, development, and advancement of technical depth assessment and capability development across Gas Power Engineering, with expanding influence and impact across GE Vernova's broader engineering portfolio. As the Technical Learning Program Leader, you will own the creation, strategic direction, and enterprise governance of the Technical Development Assessment (TDA) framework; defining how technical depth is assessed, benchmarked, and strengthened at scale across the organization and informing how GE Vernova approaches engineering capability at the business segment level.
In this role, you will serve as a strategic partner to the Gas Power Engineering Executive Leadership Team, the Gas Power Leadership Team, and the GE Vernova Corporate Leadership Team, shaping enterprise-wide approaches to technical depth assessment that directly support engineering excellence, workforce capability planning, long-term business readiness, and GE Vernova's Engineer 2030 vision. You will translate capability insights into enterprise development actions, technical learning priorities, and strategic recommendations that strengthen critical engineering capability across the organization.
You will also own the strategy for engineering onboarding and productivity ensuring new engineers are equipped to contribute effectively and reach full productivity faster through structured learning pathways tied to our five core learning objectives. You will design, develop, and deliver targeted training programs that close identified skill gaps and accelerate technical capability aligned to business-critical needs.
This position requires a strategic leader who can combine deep technical credibility, structured program leadership, executive-level partnership, and the ability to set direction across a complex, matrixed organization. The role demands someone who can architect scalable assessment and development frameworks with enterprise relevance, influence at the highest levels of the organization, and connect technical capability insights to measurable business outcomes at Gas Power Engineering and GE Vernova Corporate level.

Job Description

Technical Development Assessment (TDA) Strategy & Enterprise Framework Owner

  • Own the end-to-end development, creation, and strategic direction of the Technical Development Assessment (TDA) for Gas Power Engineering, while setting the standard and shaping the enterprise-wide GE Vernova approach to technical depth assessment.
  • Define the vision, methodology, framework, governance model, and operating cadence for how technical depth is assessed, benchmarked, and used to inform capability-building priorities across the business.
  • Architect a credible, rigorous, and scalable TDA approach that establishes consistency across GE Vernova's engineering organizations while allowing flexibility for different engineering disciplines and business contexts.
  • Position TDA as a strategic enterprise capability tool, not merely an assessment process, that directly informs workforce development investment, technical growth strategy, succession planning, and organizational readiness at the Business Unit and enterprise level.

Executive & Enterprise Leadership Partnership

  • Serve as a primary strategic partner to the Gas Power Engineering Executive Leadership Team, Gas Power Leadership Team, and GE Vernova Corporate Leadership Team on all matters related to technical depth assessment, engineering capability development, and workforce readiness.
  • Engage senior and executive leadership to understand strategic priorities, emerging capability needs, and organizational risks, translating those inputs into a clear TDA roadmap, development priorities, and enterprise-level recommendations.
  • Prepare and deliver executive-level updates, findings, and strategic recommendations that drive alignment on capability priorities, technical development focus areas, and investment decisions needed to strengthen workforce readiness across the enterprise.
  • Represent the Technical Learning Office in cross-functional and cross-business forums, contributing to enterprise-level decisions on engineering talent strategy and capability planning.

Onboarding & Productivity Strategy Owner

  • Own the strategy for engineering onboarding and productivity, defining how new engineers are integrated, developed, and accelerated to full contribution within Gas Power Engineering.
  • Design and implement structured onboarding pathways that are tied to the five core learning objectives and informed by TDA capability insights, ensuring new hires build foundational technical depth efficiently.
  • Establish metrics and milestones for onboarding effectiveness and time-to-productivity, continuously improving the approach based on data, feedback, and business needs.
  • Partner with engineering leaders, HR, and cross-functional teams to ensure onboarding programs reflect current technical requirements, cultural expectations, and business priorities.

TDA Framework Design, Governance & Continuous Improvement

  • Design, implement, and continuously improve the TDA framework, including assessment criteria, evaluation methodology, governance mechanisms, quality standards, and supporting processes.
  • Ensure the framework is rigorous, actionable, and sustainable, with clear standards for quality, consistency, and enterprise-wide adoption.
  • Create the governance structure and operating model needed to support effective implementation, stakeholder confidence, and long-term scalability of the TDA process across multiple engineering organizations.

Capability Analysis, Strategic Insight & Workforce Planning

  • Analyze TDA results, organizational feedback, business priorities, and workforce data to identify capability strengths, gaps, risks, and emerging needs at the organization, Business Unit, and enterprise level.
  • Synthesize findings into actionable insights and strategic recommendations that inform development planning, learning investment priorities, succession support, and technical capability decisions at the leadership level.
  • Help executive leadership teams use TDA outputs to understand technical workforce readiness and guide enterprise-level actions related to development, talent strategy, and future capability needs.

AI-Enabled Assessment & Knowledge Transformation

  • Lead the modernization of technical capability development through AI-enabled approaches that improve how assessment insights, technical knowledge, and learning resources are organized, accessed, and scaled across the enterprise.
  • Identify and implement opportunities to use modern tools and digital solutions to make technical learning more scalable, searchable, and effective, setting the standard for how GE Vernova leverages technology in capability development.
  • Drive thoughtful integration of AI-enabled methods where they improve the usability, reach, and measurable impact of technical development processes.

Program Leadership, Execution & Operational Excellence

  • Lead the planning and execution of TDA-related activities, training delivery, onboarding programs, and associated technical learning initiatives including: schedules, stakeholder engagement, communications, materials, and follow-up actions.
  • Ensure high-quality execution with strong attention to detail, consistency, and operational rigor across all programs and deliverables.
  • Maintain effective documentation, processes, and communications that enable repeatability, transparency, and continuous improvement.

Stakeholder Engagement & Change Enablement

  • Build and maintain strong relationships with engineering leaders, subject matter experts, technical learning partners, HR stakeholders, corporate teams, and cross-functional partners to support adoption and effective use of TDA and associated learning programs.
  • Drive engagement and change across the organization through clear communication, executive-level partnership, and a practical, results-oriented approach to implementation.
  • Create shared understanding of the purpose, value, and strategic application of technical depth assessment across Gas Power Engineering and GE Vernova more broadly.

Metrics, Impact Measurement & Enterprise Reporting

  • Define and own metrics that demonstrate the effectiveness, adoption, and business impact of TDA, training programs, and onboarding initiatives — reporting progress and outcomes to executive leadership.
  • Use participation data, assessment outcomes, stakeholder feedback, and implementation progress to refine frameworks, improve development solutions, and strengthen long-term enterprise impact.
  • Provide leadership with visibility into capability trends, progress against Engineer 2030 objectives, risks, and improvement opportunities — using data to drive strategic decisions and investment.

Required Qualifications

  • Bachelor's Degree in Engineering, Learning and Development, Technical Education, or related field from an accredited college or university.
  • 8+ years of experience in engineering, technical learning, capability development, workforce planning, program leadership, or related roles.
