Technical Experts – USAID Nepal Sustainable Energy

ICF is seeking local candidates to serve as long-term and short-term technical experts for an anticipated multi-year USAID-funded Sustainable Energy Program in Nepal. The purpose of this activity is to promote secure, reliable, economically viable, and environmentally sustainable power to improve the lives and livelihoods of all Nepalis and is expected to build on the success of the prior USAID Urja Nepal program. Key pillars of support under Urja Nepal to date have included utility modernization, increased deployment of advanced energy technologies, transparent and efficient procurement processes, and regional energy trade and integration.
We are seeking Technical Experts with expertise in one or more of the following areas:
Sustainable Energy:
- Improved power sector governance including strengthening legal and regulatory frameworks, increasing competition and supporting market-based procurement, and promoting environmental and social safeguards.
- Improved operational and financial performance of the power sector including improving and institutionalizing sector planning, modernizing Nepal’s grid and its operations for integrating advanced energy technologies, and improving performance of the distribution sector.
- Sustainable energy end-use, including scaling electrification of end-uses, increasing adoption of demand-side technologies to improve energy efficiency and access to reliable power, and increased participation of Nepal in regional energy markets
Crosscutting Areas:
- Gender and Inclusive Development – ensuring program activities and operations integrate and promote gender equality and inclusive development principles and approaches.
- Private sector engagement and project financing – engaging private sector actors and private financing to advance and mobilize business models, financing, and investment for actions to support projects to achieve program objectives.
- Grants – supporting a grants program within Nepal Sustainable Energy, including the grantmaking process, grant solicitations, selection, awards, and management.
- Monitoring, evaluation, reporting, and learning – developing and managing tools to monitor and report on program activities and results, and to track and share lessons learned.
- Outreach and communications – developing and disseminating outreach, communications, and materials and advancing knowledge-sharing platforms.
What we need you to have (minimum qualifications):
- Advanced degree (or equivalent demonstrated through professional experience) in a relevant field.
- 5+ years of relevant technical experience working in relevant subject areas in Nepal or other South Asian countries.
- Ability to speak, read, and write English fluently.
What we would like you to have:
- Experience working as part of a USAID-funded or similar donor-funded project team.
- A proven record of excellent technical, decision-making, analytical, and interpersonal skills, including being an articulate speaker and empathetic listener.
- Demonstrated ability to be part of a highly skilled, interdisciplinary and intercultural team; to interact with a broad range of governmental and non-governmental actors and institutions across sectors; and to design and implement technical activities.
