SUMMARY

The Technical Assistance (TA) Specialist provides support to Tribal Maternal, Infant and Early Childhood Home Visiting (MIECHV) grant recipients including the following:

  • Supporting the development of happy, healthy and successful American Indian and Alaska Native (AIAN)children and families through a coordinated home visiting strategy that addresses critical maternal and child health, development, early learning, family support and child abuse and neglect prevention needs.
  • Implementing high-quality, evidence-based home visiting programs in AIAN communities.
  • Expanding the evidence base around home visiting interventions with Native populations.
  • Supporting and strengthening cooperation and coordination and promoting linkages among various early childhood programs, resulting in coordinated, comprehensive early childhood systems.

ESSENTIAL RESPONSIBILITIES

  • Assist Subcontract Director, Technical Assistance Director, other THRIVE staff, ACF staff and consultants to plan and deliver all levels of technical assistance to grant recipients.
  • Maintain a portfolio of 12-15 grant recipients, including supporting grant recipients through a community needs and readiness assessment, implementation planning, program implementation through intensive, relationship-based technical assistance.
  • Implement grant recipient communication strategies as directed by ACF including participating and note taking on grant recipient monthly calls.
  • Participate in the development and implementation of an annual, national grant recipient meetings.
  • Plan and participate in the implementation of technical assistance activities including Communities of Learning and webinars.
  • Identify best practices and disseminate lessons learned to promote the adoption of Tribal Home Visiting core strategies to a broad audience through written products, presentations and other dissemination mechanisms.
  • Utilize electronic media, virtual communication technology and other technology resources to plan, deliver and track technical assistance activities.
  • Contribute to the evaluation of Tribal Home Visiting technical assistance and participate in quality improvement efforts.
  • Coordinate and collaborate with key partners, including other technical assistance specialists and ACF, to plan and implement technical assistance that aligns with grant goals and timelines, fosters joint problem-solving, and supports successful outcomes for grant recipients. 
  • Perform other duties as assigned for the purposes of ensuring the efficient and effective functioning of the project.

ESSENTIAL SKILLS & EXPERIENCE

  • At least six years of experience in home visiting, early childhood, mental health, public health or related field.
  • Demonstrated expertise in effectively communicating with, training, and providing technical assistance in the above domains to professionals and paraprofessionals serving AIAN communities.
  • Strong knowledge of home visiting child development, early learning, family support and the prevention of child abuse and neglect.
  • Experience in planning, coordinating and providing individualized technical assistance to states and/or Tribal communities, and/or programs.
  • Ability to work collaboratively with individuals representing a range of backgrounds, and skill levels.
  • Experience in writing and verbal skills with a proven ability to publish articles, develop materials, and communicate issues around home visiting, child development, early learning, family support and preventing child abuse and neglect.
  • Ability to work with a team as well as independently.
  • Strong interpersonal skills.
  • Ability to read, analyze and interpret complex documents.
  • Ability to manage multiple tasks.

EDUCATION

Bachelor's degree in early childhood, social work, mental health, public health or related field recommended, Master's degree preferred.

COMPENSATION & BENEFITS

This full-time position's salary is estimated to be mid $60,000s to mid $90,000s depending on experience, geo-location, budget, and other comparable and similarly scoped internal positions. In addition to salary, ZERO TO THREE offers a comprehensive benefits package including medical, dental, vision, HRA, retirement contributions, generous leave benefits and more.

PHYSICAL REQUIREMENTS

While performing the responsibilities of the job, the employee is frequently required to use finger dexterity and sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also, they may need to remain seated for extended periods, can perform repetitive motions, and reach for objects. An employee is frequently required to hold a writing instrument, communicate verbally, and hear well enough to detect nuances and receive detailed information. They may be required to grasp objects, push, and pull objects, bend, stand, walk, squat, or kneel. Vision abilities required by this job include close vision for data preparation or analysis, and expansive reading. May need to lift up to 30 pounds.

WORKING CONDITIONS

The work conditions described here are representative of those an employee encounters while performing this job. Depending on work location, the incumbent will typically work indoors in a heated and air-conditioned office, with a mixture of natural, incandescent, and fluorescent light with low to moderate noise levels or be subject to working conditions conducive to a home environment. When travel is expected, the incumbent will be exposed to outside environmental conditions during those times.
