Job Summary:

The Strengthening Infectious Disease Detection Systems (STRIDES) Technical Advisor leads and directs technical focus areas across the Activity to enhance global health security in Madagascar. They will align STRIDES technical frameworks, approaches, tools, and activities with relevant normative guidelines and technical standards.  This may include identifying specialized partnership needs and engaging qualified partners to ensure technical performance. STRIDES Sr Technical Advisor works closely with technical leads (Laboratory Diagnostic, Surveillance and Epidemiology, and Rapid Response teams) the Monitoring, Evaluation & Learning (MEL) colleagues and Madagascar Project Director to cascade the Activity’s technical approach and ensure adherence with the United States Government’s (USG) global health security priorities across country-level work plans. S/he is accountable for the successful delivery of all technical aspects and reporting across STRIDES from initiation through delivery and closeout, ensuring completion of technical deliverables on schedule and within budget and that meet or exceed quality standards.

Accountabilities:

  • Serves as STRIDES Madagascar technical lead and key point of contact for relevant topics.
  • Provides technical direction to develop country-specific workplans and budgets, ensuring alignment with STRIDES objectives and USG priorities and with global technical standards.  
  • Ensures high quality technical deliverables—including workplans, required and ad hoc reports, and success stories highlighting technical achievements—are developed, submitted and approved on schedule and within budget parameters.
  • Provides direction to ensure technical activities to ensure technical activities are compliant with STRIDES contract, government regulations, relevant quality standards and FHI 360’s policies and procedures.
  • Responds to client requests and questions on technical matters; ensures timely drafts and submissions of consent, approvals and/or waivers.
  • Ensures technical activities are designed to support STRIDES monitoring and evaluation activities; collaborates with the MEL Advisor to finalize and submit country-specific technical indicators and report against their progress in quarterly, annual, and other reports.
  • Assesses subcontractors’ performance on technical activities and directs adjustments, as needed.
  • Collaborates with the MEL Lead and Communications lead to promote STRIDES successes by collecting, writing, and distributing success stories, case studies, photos, and outreach at events.
  • Represent STRIDES at global health security-focused events; collect and share information that could be valuable to the Activity.
  • Manages in-country relationships with national, regional, and local government counterparts and multisectoral partners to fulfill national global health security objectives and targets and operationalize implementing activities.
  • Serve as the primary technical point of contact and collaboration for the team and in-country partners, including Department of State, implementation partners, government partners, and other key partners. 
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching and career support.
  • Performs other duties as assigned.

Supervision Given/Received:

  • Provides direct supervision to a team of Technical Advisors, .
  • Leads and directs staff to achieve strategic project goals, ensuring alignment with USG priorities.
  • Coordinates across STRIDES Senior Management Team to set budgets, goals, and develops procedures and training for project.
  • Reports to Madagascar Project Director, STRIDES.

Education:**

  • Master’s Degree or its International Equivalent in  public health or other health-related fields related to the functions of the position.
  • Project Management (PM) Certification preferred.

Experience:**

  • 8+ years of relevant experience with project management principles and practices, including 2 years of managing staff.
  • Proficient with applicable DEPARTMENT OF STATE or other donor rules, regulations, and policies
  • Demonstrated knowledge and experience working on the management and implementation of human or animal health projects and interventions for infectious diseases
  • Knowledge and experience working on Global Health Security projects or activities preferred; experience working across multiple sectors (One Health) desirable
  • Demonstrated experience developing and mentoring staff and building capacity of local teams and partners.
  • Demonstrated experience in managing complex, multidisciplinary projects and/or activities.
  • Proficiency in English language (read, write, speak) is required 
  • Fluency in French language is required
  • Experience operating in insecure environments.
  • Experience working in Madagascar preferred
  • Experience working in a Government Human, Animal or Environmental Health Ministry/Agency is desirable.

Typical Physical Demands:

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10-25%

The expected hiring salary range for this role is  MGA  60,000,000 - 80,000,000 for annual  basic salary.
