Who we are supporting 

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role ID – BICES-0005 

 Role Background 

  • The BICES (Battlefield Information Collection and Exploitation Systems) is an association of independent elements to enable the sharing and exchange of timely intelligence-related information between all NATO member nations, associated partner nations and the NATO organization. BICES capabilities are intended for national, NATO or coalition use, during peace, crisis and war, supporting decision-makers, deployed force commanders and tactical users. The BICES Group Executive (BGX) works as a facilitator maintaining the core network and coordinating the community-wide provision of capabilities and services operated at national/organisational level. BICES offers a number of services to support BICES users using mainly commercial off-the-shelf (COTS), open source but also an in-house developed software. 
    Within BGX, the BICES Support Unit (BSU) is responsible for managing the BICES services across the BICES NATO HQ Element that includes the following CIS functional areas by providing daily operational support: BGX Service Desk, Networking/Communications, Secure Voice & Video telecommunications platforms and Systems/Applications services, SharePoint, Call Manager support. Additionally, the BSU provides general maintenance functions, and quality assurance, and manages customer feedback. The BSU provides support related to IT Incidents, problems and service requests to the BICES NATO HQ Element users. 
    The purpose of this Statement of Work (SOW) is to engage external contractor to staff the BSU. 

 Role Duties and Responsibilities  

  • The incumbent must: 
  • have a University degree or an equivalent level of qualification in Information and Communications Technology (ICT) or another related discipline; 
  • possess minimum 6 years' experience in information, application, technology and system architecture and integration planning, 
  • possess at least 3 years of experience in projects on design and implementation/integration of ICT; 
  • possess at least 3 years of experience of software/application lifecycle and have extended experience with integration of commercial software into operational CIS; 
  • possess at least 3 years of experience in tailoring and integration of IT solutions on business requirements 
  • possess at least 3 years of experience in VMware based deployments; 
  • possess at least 3 years of experience in IP based network communication systems; 
  • demonstrate strong verbal and written communication skills to address both IT and non-IT/ business audiences; 
  • possess level V (Advanced) of the English language. 

 Desirable 

  • The following will be considered an advantage: 
  • knowledge and expertise in applying/tailoring ITIL practices, in particular for service management; 
  • ability to motivate and coordinate team members of different expertise to achieve a common goal; 
  • experience in CIS governance, policy making and standardisation; 
  • experience in programming or adopting software and/or software modules; 
  • experience with meta-languages, like XML and HTML; 
  • experience in security certification and accreditation for classified CIS within NATO and Multinational programmes; 
  • familiarity with the NATO civilian and military structure and responsibilities; 
  • familiarity with BIGES systems and procedures; 
  • experience in multinational programmes and cooperative developments; 
  • experience in the implementation of standards in information services and systems to achieve interoperability.

Skills Required

  • University degree or equivalent qualification in Information and Communications Technology or a related discipline
  • At least 6 years of experience in information, application, technology, and system architecture and integration planning
  • At least 3 years of experience designing and implementing or integrating ICT projects
  • At least 3 years of software or application lifecycle experience, including integration of commercial software into operational CIS
  • At least 3 years of experience tailoring and integrating IT solutions based on business requirements
  • At least 3 years of experience with VMware-based deployments
  • At least 3 years of experience with IP-based network communication systems
  • Strong verbal and written communication skills for technical and non-technical audiences
  • Level V advanced English language proficiency
  • Knowledge of ITIL practices, particularly service management
  • Ability to motivate and coordinate team members with different areas of expertise
  • Experience in CIS governance, policy-making, and standardization
  • Experience programming or adopting software and software modules
  • Experience with XML and HTML
  • Experience in security certification and accreditation for classified CIS within NATO or multinational programs
