Credence has an immediate need for a Systems Engineer at the principal level to support our C2ISR Division. It requires infrastructure/enterprise support that oversees, assists, and advises the Division on a wide array of functions and tasks that support successful LCM to reach mission performance goals. The infrastructure/enterprise support defined in this PWS enables the C2ISR Division to execute LCM tasks that are on budget, on schedule, and meet performance requirements with minimal or no risk to mission success. The infrastructure/enterprise support works directly with the Division and Branch leadership to ensure business processes successfully executed and adhered to, that Division programs are compliant with law, regulation, and policy, and that program data is properly defined, documented, and utilized to meet mission needs.
The A&AS Contractor supporting this program ensure consistency in Division policy, serve as Quality Assurance (QA) to ensure programs are meeting law, regulation, and policy directives, and ensure the successful execution of both Acquisition personnel shall provide contracting, financial/cost management, QA assistance, program integration, facility management, security program administration, administrative, clerical and management assistance, and logistics management A&AS as required by the Government.
The Systems Engineer shall support the assigned IPT, is responsible for the systems engineer activities for the assigned program or product and will provide technical expertise and support for all phases of the life cycle model.
Responsibilities include, but are not limited to the duties listed below:
- Support assigned programs and products with respect to acquisition life cycle activities including development, production, test, and technical management.
- Identify and document technical requirements for weapon system products.
- Develop technical/engineering and test/verification plans which specify the objectives and means to fulfill mission and/or system requirements.
- Application of appropriate computer science principles and broad technical knowledge in interpreting and flowing-down capability needs/requirements, evaluating design approaches and trade-offs, and test/verification strategies for the delivery of operational capability within the limits imposed by life cycle constraints such as cost and schedule needs.
- Evaluate technical risks, make independent technical decisions and/or recommend sound technical options to optimize systems performance and acquisition schedules.
- Develop and/or originate new features in addition to improving, extending, or validating currently known percents, data, methods, or techniques.
- Assist in translating DoD user requirements into system requirements.
- Review overall system design baseline (architecture and interoperability) requirements and assist in the development of system specifications and system architecture products.
- Perform independent analysis of proposed engineering changes and specifications and provide the Government with their evaluation and recommendations on the acceptability of vendor proposals.
- Support life cycle cost evaluations on proposed systems and components.
- Assist with test and evaluation support including test planning, test conduct and evaluation of test results against operational requirements to include participating in ITTs, TRRs, and other related system or program events and assisting in the determination of capability and availability of major DoD and civilian test resources and facilities.
- Assist in scheduling and securing required test resources in support of project and program office objectives, and monitor, assess status, and report on Test and Evaluation (T&E) efforts of all types of systems.
- Assist in designing, planning, execution, analysis, reporting, and documentation during any phase of test and evaluation programs, including applicable certifications and procedures, to assess the performance of systems, subsystems, components, and equipment.
- Support the development of system and program’s technical plans to include the review of technical documents, participation in program or system Working Groups, tracking status of risk and issue resolution, review of test plans, procedures, and data, and support of special studies to define alternative approaches.
- Maintain knowledge of regulations, policies, and operating instructions as they pertain to the preparation of technical documents, technical data, and systems engineering execution.
Requirements
Education, Requirements and Qualifications:
- Active TS/SCI security clearance required.
Minimum Recommended Education and Experience:
- Master’s or doctorate degree from an ABET accredited school in Engineering or Computer Science in a related field and at least twenty (20) years of experience in the respective technical / professional discipline being performed, twelve (12) years of which must be in the DoD,
- Or bachelor’s degree from an ABET accredited school in Engineering or Computer Science in a related field and twenty-five (25) years of experience in the respective technical/professional discipline being performed, fifteen (15) years of which must be in the DoD,
- Or thirty (30) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, twenty (20) years of which must be in the DoD.
Required Experience and Skills:
- Years of experience are only relevant for technical duties related to AF LCM of weapon systems
- Or weapon system products, identifying technical requirements and deliverables for weapon systems, and validating and verifying product deliveries to ensure adherence of the product to identified requirements.
- Required Professional Qualifications:
Acquisition Qualification is required.
- Systems Engineering Certificate or Degree from an Accreditation Board of Engineering and Technology (ABET) accredited school,
- Or DAWIA APDP Certification in the Engineering & Technical Management functional area, Level II,
- Or International Council on Systems Engineering certification: Associate Systems Engineering Professional,
- Or Certified Systems Engineering Professional,
- Or Expert Systems Engineering Professional certification,
- Or Completion of DAU credential program CLCL 005 Supportability & Design Interface Credential
Working Conditions and Physical Requirements:
Job may require the employee to be:
- Willingness to travel if required.
- In a stationary position 50% of the time
- Able to ascend/descend stairs as required
- Able to move equipment not to exceed 25 lbs. as needed
