Jovian Concepts, LLC is looking to hire a Systems Engineer Level 2 for a great opportunity in the Annapolis Junction, MD area. 


A current and active TS/SCI clearance with a MD Polygraph is required. No CCA's will be accepted at this time.

Applies systems engineering principles throughout the systems life cycle phases: Concept, Development, Production, Utilization, Support, and Retirement. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Communicates with other program personnel, government overseers, and senior executives. Responsibility for the technical integrity, quality, and completeness of work performed and deliverables associated with one or more of the 25 process areas defined by ISO/IEC15288:

Technical Process Area - Stakeholder Requirements Definition, Requirements Analysis, Architectural Design, Implementation, Integration, Verification, Transition, Validation, Operation, Maintenance, and Disposal;

Project Process Area - Project Planning, Project Assessment and Control, Decision Management, Risk Management, Configuration Management, Information Management, and Measurement;

Enterprise (Organizational Project-Enabling) Process Area - Project Portfolio Management, Infrastructure Management, Lifecycle Model Management, Human Resource Management, and Quality Management;

Agreement Process Area - Acquisition and Supply

Requirements
A current and active TS/SCI Clearance with a MD Polygraph required. No CCA's will be accepted at this time.

  • A Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus four (4) years of systems engineering experience.
OR

  • A High School Diploma or GED and four (4) years of general system engineering experience (any Process Area) may be substituted for a Bachelor’s degree.
OR

  • A Master’s degree in a Qualified Engineering Field or a related discipline  from an accredited college or university may be substituted for one (1) year of systems engineering experience.
OR

  • A PhD in a Qualified Engineering Field or a related discipline from an accredited college or university may be substituted for three (3) years of systems engineering experience.

Note 1 – Examples of Qualified engineering fields include: Aeronautics, Biomedical, Chemical, Civil, Computer, Electrical, Environmental, Mechanical, Nuclear, Software, Systems, and Engineering Management.

Note 2 - Examples of related disciplines include: Chemistry, Computer Science, Information
Systems, Mathematics, and Physics.

REQUIRED SKILLS:

• Experience with coding Python and Visual Basic for applications
• Strong experience in applying RF theoretical and academic knowledge in EMI testing unintended emissions within HF, VHF, and UHF spectrum
• Familiar with RF tools (network analyzers, signal generators, spectrum analyzers, oscilloscopes) and components (amplifiers, filters, isolators, attenuators, terminators, etc)
• Formulating and documenting test plans
• Draft and issue technical recommendations through formal test reports
• Specify and/or review system and component technical performance requirements to ensure optimal functionality while meeting E3 noise electric field limit.
• Collaborate internal and external agency stakeholders to ensure technical support enables the E3 Program and customer mission requirements
• Must be able to travel 3 times per year for 7-10 days at a time

DESIRED SKILLS:
  • Preferred but not required to have experience in electromagnetic compatibility testing, electromagnetic interference mitigation, and /or antenna calibration.

Skills Required

  • Current and active TS/SCI clearance with MD Polygraph (No CCAs accepted)
  • Bachelor's degree in a qualified engineering field plus four (4) years systems engineering experience OR High School/GED plus four (4) years general systems engineering experience OR Master's degree may substitute for one year experience OR PhD may substitute for three years experience
  • Experience coding in Python and Visual Basic for Applications (VBA)
  • Experience applying RF theory for EMI testing of unintended emissions within HF, VHF, and UHF bands
  • Familiarity with RF test equipment: network analyzers, signal generators, spectrum analyzers, oscilloscopes
  • Familiarity with RF components: amplifiers, filters, isolators, attenuators, terminators
  • Ability to formulate and document test plans and draft formal test reports with technical recommendations
  • Ability to specify and/or review system and component technical performance requirements to meet E3 electric field noise limits
  • Ability to collaborate with internal and external agency stakeholders to support the E3 program and customer mission
  • Willingness/ability to travel approximately three times per year for 7-10 days each
  • Experience in electromagnetic compatibility testing, EMI mitigation, and/or antenna calibration
