Systems Engineer / COMSEC Manager
Job Summary
Leidos currently has a full-time opening for a Systems Engineer with COMSEC Manager experience. This is an exciting opportunity to use your experience supporting an important, fast-paced, mission critical program at our Annapolis Junction, MD location.
Primary Roles and Responsibilities
The selected individual will perform a mix of Systems Engineering and COMSEC Manager duties. Systems Engineering responsibilities include, but are not limited to, working with system and network administrators to manage various network encryptors; and identifying, troubleshooting, and resolving various hardware and software issues. COMSEC Manager duties include acting as an alternate COMSEC Manager, managing a robust inventory of COMSEC material across the program. The selected individual will be responsible for maintaining security throughout receipt, transfer, inventory, accounting, and destruction. She/he will assist with recurring inventory of all equipment handled by hand receipt holders and periodic rekey or installation of new devices, and will update existing local Standard Operation Procedures (SOPs) and develop/implement new SOPs as needed. She/he will brief/de-brief users in and out of the COMSEC program and will ensure that Program Management and leadership are kept updated on significant developments and events.
The selected individual must be well versed in national level policy (CNSSI 4005 “National Policy for Safeguarding Communications Security (COMSEC) Facilities and Materials”, CNSSI 4001 “Controlled Cryptographic items, CNSSI 4003 Reporting and Evaluating Communications Security (COMSEC) Incidents”, and CNSSI Policy “No. 3 National Policy on Granting Access to U.S. Classified Cryptographic Information”) as well as NSA/CSS Policy Manual 3-16. She/he must have experience with handling and configuring End Cryptographic Units and fill devices.
Basic Qualification
- Bachelor’s Degree in Engineering, Security, IT, or another technical field and at least eight (8) years of prior relevant experience. Additional experience may be substituted for a degree.
- Must have at least 5 years of COMSEC or COMSEC-related experience.
- Must have demonstrated Systems Engineering experience in one or more of the following areas:
- Strong understanding of communication systems, networking, and security principles.
- Ability to diagnose and resolve technical issues related to secure communication systems.
- Contributing to the design of new communication systems or upgrades to existing ones, with a focus on security considerations.
- Providing troubleshooting and support for deployed communication systems.
- Strong understanding of communication systems, networking, and security principles.

- Must have demonstrated experience configuring HAIPE In-line Network Encryptors.
- Must have a minimum of 3 (three) years of experience supporting COMSEC activities, including handling and configuring End Cryptographic Units and fill devices.
- Must have a solid understanding of NSA/CSS Policy Manual 3-16, Control of Communications Security (COMSEC) Manual.
- Must be committed to adopting and adhering to best practices including compliance with maintenance windows and change-control procedures.
- Must possess strong analytic abilities and be meticulous in their work.
- Clearance Required: Must have TS/SCI with Polygraph.
Preferred Qualifications
- Experience performing systems engineering functions on a program using Agile methodologies.
- Experience receiving, generating, and distributing electronic keying materials for internal use and external COMSEC accounts.
- Experience maintaining records and files, reporting security incidents, and providing periodic status reports regarding COMSEC material.
