Position Summary
ECS is seeking a Systems Analyst - Senior to support the ARNG ENOCS program by leading enterprise-level systems analysis efforts. The selected candidate will play a critical role in assessing current and future-state systems to identify opportunities for modernization and performance improvements. This position involves providing expert recommendations on technology refresh, cloud migration, and software integration, ensuring alignment with DoDAF, RMF, and Federal security standards. The Systems Analyst - Senior will contribute significantly to the strategic objectives of the ARNG by delivering technically sound and secure solutions that enhance the enterprise's operational capabilities.

Responsibilities
- Lead comprehensive assessments of enterprise systems to identify modernization and performance improvement opportunities.
- Develop detailed systems analysis documentation, including resource requirements and implementation plans.
- Provide expert recommendations to Government leadership on technology refresh and cloud migration strategies.
- Ensure compliance with DoDAF, RMF, and Federal security standards in all analytical efforts.
- Oversee the development of Rough Orders of Magnitude (ROMs) and interface impact analyses.
- Guide the integration of software solutions within the enterprise architecture.
- Ensure all deliverables are technically sound, secure, and aligned with the enterprise strategy.
- Collaborate with stakeholders to develop courses of action and risk mitigation strategies.
Required Qualifications
- Clearance: Secret Eligible required
- S. Citizenship required
- DoD 8140.03 Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 451-System Administrator at the Intermediate proficiency level
- Certifications (one or more required): Cloud+, GICSP, GSEC, Security+, SSCP
- Education: Bachelors degree or higher in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering
- Minimum of 15 years of experience in database engineering and Oracle data integration
- Expertise in Oracle Database, SQL, and ODI 11g/12c
- Proficient in data warehouse design, including star and snowflake schemas
- Extensive experience in database performance tuning and PLSQL development
- Strong background in ETL/ELT development across enterprise environments
