The Systems Analyst I will support the Texas Health and Human Services Commission on its information systems initiatives. Responsibilities:
- Analyze user requirements, procedures, and operational problems to automate or improve existing computer systems.
- Confer with personnel of involved organizational units to identify current operational procedures and challenges.

- Write detailed descriptions of user needs, program functions, and steps required to develop or modify programs.
- Review computer system capabilities, specifications, and scheduling limitations to assess feasibility of requested changes.
- Identify alternative solutions to business objectives and problems.
- Perform studies and cost/benefit analysis of proposed alternatives.
- Solve problems related to scheduling, testing, installing, and implementing programs.
- Troubleshoot computer systems to resolve identified issues.
- Coordinate with agency staff to ensure system changes align with operational needs.
Requirements
Minimum Qualifications:
- 2 years of experience analyzing user requirements, procedures, and problems to automate processing or improve existing computer systems.
- 2 years of experience writing detailed descriptions of user needs, program functions, and steps required to develop or modify computer systems.
- 2 years of experience reviewing computer system capabilities, specifications, and scheduling limitations to determine feasibility of requested program changes.
- 2 years of experience solving problems related to scheduling, testing, installing, and implementing programs, and troubleshooting computer systems.
Additional Requirements:
- Candidates must currently reside within 50 miles of the Austin, Texas work location. Out-of-state candidates planning to relocate will not be accepted.
- Total estimated hours per candidate shall not exceed 528 hours for FY26.
- Services are expected to start on or around July 6, 2026, and be completed by August 31, 2026.
- This position has a plan to be extended for FY27.
- Candidates may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested.
Work Location and Schedule:
Location: 701 W 51st Street, Austin, TX 78751
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays
Work Arrangement: Hybrid – On Site and Telework
