Job Description

This position is responsible for planning, coordinating, and overseeing the efficient use of the radio frequency spectrum by analyzing technical data, identifying potential conflicts, assigning frequencies, and ensuring compliance with regulations, within US Secret Service, to minimize interference and optimize spectrum utilization across various communication systems; key responsibilities include database management, technical analysis, coordination with stakeholders, and policy development related to spectrum allocation and usage. This position reports to the on-site Sr. Manager of the Field Service Team.

Primary Responsibilities:

  • Consult with Sales, Program Manager, Sr. Field Service Team Mgr, and the SI team to set strategy, direction and implementation
  • continually review existing USSS spectrum assignments within the National Telecommunications and Information Administration (NITA) records. Contractor will assist USSS will annual review/update for five-year assignments, review and process data for new submissions or decommissioning assignments. Contractor will cross-support the site leasing analyst for integrated data and records management of USSS sites.
  • Operational knowledge managing and accessing databases operated by NTIA, FCC or Government reference sites.
  • Software such as Comarco/EDX, Hertz Warfare, Spectrum-E Industry standard propagation software, Microsoft Visio.
  • Review detailed propagation analysis and coverage plots.
  • Review signal analysis and simulation results.
  • Provide ongoing technical data management, maintenance, and programmatic support to operate various propagation modeling system(s).

Candidate Requirements:

  • Ability to understand and/or learn MSI MS&S processes, products, and network management solutions
  • Be able to describe core functions of a Spectrum Manager, have a basic knowledge of spectrum technologies, describe basic responsibilities of spectrum management and analysis, and gain knowledge on tools and techniques.
  • Experience and understanding of managing the use of the radio spectrum in order to minimize interference and ensure radio spectrum is used to its most efficient extent and benefit for the DHS.
  • Should have experience with spectrum management software, operation, and analysis concepts and procedures through the understanding of Spectrum Management Theory and Policies
  • Must have understanding of FCC and NTIA regulations, policies and procedures.
  • Must have knowledge and understanding of technical documentation, presentation of that documentation and project management.
  • Self motivated, excellent written and oral communication skills, and strong interpersonal skills
  • Works collaboratively and builds relationships with other colleagues, customers, and third party service professionals.

Additional Requirements:

  • Must be a U.S. citizen with the ability to obtain necessary security clearance as required by government contracts
  • Must be willing to obtain a DHS Public Trust Clearance
  • The role entails providing on-premises support to our valued customers in Washington D.C.
  • Legal authorization to work in the U.S. indefinitely is required. Employer work permit sponsorship is not available for this position.
  • The base salary range for this position in Washington D.C. is $75,000 - $100,000.

This position is subject to working in high security areas governed by the US Department of Justice's "Criminal Justice Information Services (CJIS) Security Policy" and therefore requires successfully passing a more stringent fingerprint background check administered by Motorola Solutions Inc. customers.

Basic Requirements

  • High School/GED AND 1+ years experience in one of the following: IP Networking, Network Engineering, Business Analysis, Administration, Spreadsheet Manipulation, Circuits, Telecommunications or Military 
  • Must be a U.S. citizen with ability to obtain necessary security clearance as required by government contract(s)
  • Legal authorization to work in the U.S. indefinitely is required. Employer work permit sponsorship is not available for this position.
