Summary
CTC Group is seeking System Engineers, to analyze user’s requirements, concept of operations documents, and high level system architectures to develop system requirements specifications and analyze system requirements and lead design and development activities.

Responsibilities
- Lead system and derived requirements development for EMC capabilities, applying secure-by-design principles, and Department of Defense Architecture Framework (DoDAF) standards to ensure secure, resilient system performance across classified environments.
- Architect, integrate, and enhance EMC systems by embedding threat-driven security controls, analytics, and detection mechanisms—leveraging methodologies similar to Endpoint Detection and Response (EDR), eXtended Detection and Response (XDR), and enterprise-level vulnerability management platforms.
- Conduct full-spectrum security engineering across EMC system lifecycles, including risk assessment, cybersecurity analysis, and application of the Intelligence Community Directive (ICD) 503 Risk Management Framework (RMF). Ensure all components meet accreditation, authorization, and sustainment requirements.
- Perform end-to-end integration, verification, and validation activities identifying security gaps, validating detection efficacy, and driving improvements in system response, mission assurance, and Continuity of Operations (COOP).
- Develop and maintain systems engineering documentation including System Engineering Plans (SEPs), Requirements Specifications, and Interface Control Documents, ensuring traceability, clarity, and alignment with mission-driven operational and security requirements.
- Implement rigorous Configuration Management and Change Management processes for EMC systems, ensuring all releases, security modifications, and capability updates are tested, validated, documented, and compliant with NSA/CSS Policy 6-3 and approved change models.
- Collaborate across Integrated Product Teams (IPTs), cybersecurity stakeholders, analysts, developers, and foreign partner teams to drive secure system deployment, support prototype development, refine detection and monitoring approaches, and enhance operational readiness of SIGINT and RF collection platforms.
Requirements
- Active TS/SCI with polygraph security clearance
- Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required.
- Five (5) years of additional SE experience may be substituted for a bachelor’s degree.
Level 1 Qualifications
- Seven (7) years experience as a SE in programs and contracts of similar scope, type and complexity is required.
Level 2 Qualifications
- Fourteen (14) years experience as a SE in programs and contracts of similar scope, type and complexity is required.
Level 3 Qualifications
- Twenty (20) years experience as a SE in programs and contracts of similar scope, type and complexity is required.
Pay Information
The final salary may be influenced by various factors, such as location, labor categories, experience, education, and/or certifications. CTC also provides a variety of benefits as well as opportunities for continuous education and development.
The estimated salary range for this position is $165,000 - $230,000.

Skills Required

- Experience with EMC systems and embedding threat-driven security controls, analytics, and detection mechanisms
- Experience with SIGINT and RF collection platform integration, verification, and validation
- Knowledge of NSA/CSS Policy 6-3 and related change/configuration management requirements
- Ability to develop and maintain Systems Engineering Plans (SEPs), Requirements Specifications, and Interface Control Documents with full traceability
