Summary:

Responsible for managing the sourcing portfolio for the assigned service line, encompassing supplies, services, and equipment. Leads strategic sourcing efforts in collaboration with stakeholders by developing and executing comprehensive work plans and opportunity roadmaps. This includes strategic planning, contract development, negotiation, communication, documentation, and implementation for initiatives within the service line that involve multimillion-dollar expenditures across the healthcare system. Ensures optimal value through contract strategy development, leveraging market tools, GPOs, and benchmarking.

Responsibilities:

Performs other duties as assigned.Analyzes and provides sourcing justification and pricing rationale based on data and facts to Strategic Sourcing and Supply Chain Senior Leadership for contract awards of products, services, and equipment including specifications, price structures, risk/liability considerations, payment terms, risk/share arrangements, service requirements/penalties, resilience, EDI requirements and warranty coverage.Negotiates contracts with suppliers; evaluates bids and proposals, and collaborates with Supply Chain Leadership team and key stakeholders. Reviews and interprets vendor contracts for accuracy and completeness. Ensures alignment and acceptance of all contract terms by departmental stakeholders, Legal, Finance, Risk, Information Technology, Clinical Engineering, Construction, Facilities and Supply Chain Operations.Initiates the vendor credentialing process, ensuring all required documents are completed to facilitate an efficient vendor vetting, while also ensuring that the vendor is qualified to provide necessary products and services to the healthcare system.Serve as principal contracting advisor to stakeholders and Value Analysis in acquisition planning process. Responsible for obtaining information and substitutes for supply chain shortages.Maximizes contracts within the GPO that are financially and clinically advantageous where appropriate.Plans, monitors and facilitates implementation process for new, substitute and/or replacement products and services after a decision process has been conducted. Establishes on-going monitoring process after implementation performance.Leads assigned areas by establishing expertise within the assigned and related categories. Develops and maintains strong working relationships by creating a collaborative environment supporting initiatives and opportunities to drive organizational savings, efficiency and quality outcomes. Works with all levels within the organization.Responsible for maintenance of contract files and continuous improvement of the contract renewal cycle. Collaborates with Supply Chain Business Intelligence Analyst to validate data, ensuring adherence to policies and contract management tools.Maintains records of spending and savings for assigned areas and categories to facilitate outcomes tracking and compare against benchmarks and goals. Monitors inflation and its impact on forecasting.Provides leadership and support to specialty areas for product, equipment and services. Supports the assigned areas by implementing industry best practices and establishing subject matter expertise within the service line. Keeps up-to-date with market changes and new technologies.Follows Memorial Healthcare System (MHS), Accreditation, Regulatory, guidelines, policies and standards related to Supply Chain as well as stakeholder departments.Develops and leads Public Request for Proposals (RFP), Request for Quotations (RFQ), Request for Information (RFI) and all RFx process for identified opportunities in related service line.Understands and tracks the entire category(s) spend assigned under management and develops current and future needs of relevant stakeholders. Conducts business and customer needs assessment in partnership with Value Analysis and develops plans including financial analysis, standardization opportunities, and monitoring mechanisms of implemented initiatives.Collaborates with Value Analysis Program, Procurement, Inventory, and Operations teams. Participates in assigned Value Analysis Program as an essential member and/or lead. Maintains synergies and partnership with all areas of Supply Chain Management.Researches, analyzes and evaluates data from a variety of sources to produce strategic and actionable short-term and long-term recommendations. Summarizes key finding and conclusions; presents recommendations to key stakeholders, leadership and decision makers.Owns supplier relationships with local, national and international corporations on behalf of the healthcare system. Monitors vendor performance and conducts business reviews to ensure all contractual terms are being met. Determines corrective action for non-compliance and/or contract breach.

Required Work Experience: Minimum of three (3) years' Supply Chain, Procurement, Contracting, Sourcing or related experience. Other Information: Education/Work Experience Additional Information: Bachelor’s Degree required.Equivalent work experience may substitute for education requirement.Equivalency for degree: Associate's Degree plus five (5) years' experience or High School plus seven (7) years' experience.
