What You Will Do - Essential Functions

The Clinical Supervisor is dedicated to supporting the USPS Employee Assistance Program (EAP), providing clinical leadership, supervision, and operational oversight for assigned field staff within a designated geographic area. This role oversees day-to-day clinical and consultative practices, ensuring the delivery of high-quality counseling, referral, and critical incident services that meet contractual and professional standards. The Clinical Supervisor coordinates communication among Staff Counselors, Provider Counselors, USPS stakeholders, and EAP partners; provides ongoing supervision, consultation, training, and performance support; and ensures compliance with clinical, documentation, privacy, and regulatory requirements. Supervisors are strategically aligned with USPS Area Offices and are expected to travel up to 25% to support customer, stakeholder, and employee needs. All supervision, quality assurance, and staff development activities are documented and maintained in accordance with contract requirements and organizational policies.
  • Clinical Supervision & Leadership
    • Provide clinical leadership and supervision to Staff Counselors, ensuring high-quality, policy-compliant EAP services through consultation, coaching, performance feedback, and professional development.

    • Serve as the primary clinical resource for complex, high-risk, and urgent cases, offering 24/7 consultation, crisis support, and oversight to ensure effective and culturally responsive care.

  • Quality Assurance & Case Management
    • Ensure the consistent delivery of high-quality clinical, consultative, referral, and critical incident services through case reviews, documentation monitoring, and oversight of follow-up needs.
    • Provide targeted supervision for new and developing counselors, including those on performance improvement plans, while evaluating critical incident responses and driving continuous process improvements.
  • Training, Compliance & Stakeholder Collaboration
    • Train and support counselors on benefits, referral resources, client accommodations, and the needs of diverse and special populations to enhance service quality and effectiveness.
    • Collaborate with providers and stakeholders to ensure compliant, high-quality service delivery that meets contractual requirements, clinical standards, privacy regulations, and applicable laws.

Who You Are

  • Required Qualifications
    • Two years of Direct Clinical Supervisory Experience or at least three years of supervised EAP experience.
    • Must have experience working in a complex labor-management environment, and must understand labor relations, union operations and grievance procedures
    • Any supervisor assigned to perform duties related to clients in other states, e.g., telephonic screening, CISM, assessment, counseling, and referral; back-up for remote locations; and short-term temporary case-management must be licensed or certified in the state where he/she is physically located and have adequate knowledge of the state laws governing mental health issues and clinical practice for the population they are serving. Clinical supervision and consultation must be available (24 hours a day) and used to ensure adequate knowledge of state laws is appropriately integrated into the delivery of services.
    • Must have demonstrated capability to complete accurate bio-physical assessments, including substance abuse assessments
    • Must have specialized experience/and or training in phone counseling
    • Must be knowledgeable about federal and state laws governing privacy, confidentiality, duty to warn and child and elder abuse reporting requirements
    • This position requires driving. Employees must have an active driver’s license and must be insurable. Lucet will request a motor vehicle record from the appropriate authority.
    • Must be available to support staff in Mountain, Pacific and Alaska/Hawaii time zones
    • This position is a federally contracted position with the United States Postal Service. which has specific requirements for all candidates which include:
      • Ability to pass background check upon hire and throughout employment to include criminal felony & misdemeanor search, SSN validation/trace search (LEIE), education report
        (highest degree obtained), civil upper and lower search, 7-year employment report, federal criminal search, statewide criminal search, widescreen plus national criminal search,
        health care sanctions-state med (SAM), national sex offender registry, prohibited parties (OFAC) (terrorist watchlist), and a 10-Panel Drug Screen.
      • The ability to undergo a Public Trust background investigation and receive a favorable adjudication.
      • US Citizenship for at least 5 years.
      • MVR
    • A master’s and/or doctorate degree from an accredited college or university recognized by the corresponding professional association(s) in a clinical mental health field
    • A minimum of 5 Years of clinical experience after receiving a graduate degree.
    • A current state license or state certification to practice as a mental health practitioner (e.g., social worker, clinical psychologist, marriage and family counselor and professional counselor) in the
      state(s) where practice takes place. If such licensure/certification is not available in that state, the individual will hold appropriate certification from a recognized national certification organization or
      board.
    • Authority to practice at the independent level without requiring state-mandated clinical supervision.

      Working Conditions:

        • Work is performed from home with company-provided equipment. Sitting for long periods of time is expected and use of fingers and hands for typing is necessary.
        • A quiet workspace with minimal background noise for calls.
        • High-speed internet service (cable or fiber optic) with minimum download Speed of 20 Mbps, Upload Speed of 5 Mbps, and Maximum Latency of 100 milliseconds (must be installed before starting) required.
        • Frequent use of computer and phone systems
        • For roles requiring driving, employees must be able to operate a motor vehicle safely and comply with all applicable traffic laws for business purposes. This may include varying weather conditions, and extended periods of driving or time away from the home office.
