Job Description:
In this position as Subject Matter Expert - Financial Management, you will provide specialized expertise and operational leadership in support of the Chemical and Biological Defense Program (CBDP), with a focus on financial planning, budget execution, audit readiness, and internal control sustainment. In this position, you will also:
- Maintain and manage financial documentation within designated CBDP platforms and systems.
- Provide operational access and support for both instances of the Joint Integrated Chemical, Biological, Radiological, and Nuclear (CBRN) Analytic Platform (JICAP).
- Oversee appropriation-based fund distribution using PBAS and EFD systems to executing agencies.
- Support execution planning, process funding transactions through DAI, conduct monthly reconciliations, and analyze and resolve financial discrepancies.
- Manage Property, Plant, and Equipment (PP&E) records and support GAAP compliance and unliquidated obligation (ULO) reviews.
- Facilitate internal control testing in alignment with OMB Circular A-123 and FMFIA requirements.
- Develop and execute Financial Improvement Plans (FIPs) and track progress via Key Milestone Plans (KMPs).
- Coordinate with stakeholders to prepare CBDP financial statements, footnotes, and supporting documentation per OMB and DoD guidelines.
- Support Enterprise Risk Management (ERM), contribute to the CBDP MIC program directive, and assist with CUEC assessments.
- Prepare audit readiness packages and communicate sustainment strategies across the agency.
- Analyze accounts, develop journal entries, manage monthly execution reports, respond to auditor requests, and track/report performance metrics.
Required Skills:
- Bachelor’s degree in Accounting, Finance, Business, or a related field.
- 10+ years of experience in quantitative/qualitative analysis or Enterprise Risk Management (ERM).
- 7+ years of experience in federal financial management, budget execution, and accounting standards.
- 5+ years of experience with DoD financial systems (DAI, PBAS, EFD, JICAP), federal accounting standards (GAAP, FMFIA, OMB A-123), reconciliations, journal entries, and ULO reviews.
Desired Skills:
- CPA, CGFM, or CDFM certification preferred.
- Experience preparing and supporting federal financial statements and performance plans.
- Familiarity with the CBDP mission and DoD acquisition/procurement processes.
- Skilled in developing financial tools, dashboards, and execution reporting.
- Knowledge of enterprise risk and internal control frameworks across large federal programs.
- Ability to support and communicate complex financial data across multidisciplinary teams.
At Blake Willson Group, we believe in transparency and fairness in compensation practices. For this position, we offer a competitive salary range of $160,000 to $190,000 in the United States. Your individual salary within this range will be determined by various factors, including but not limited to your education, experience, skills, and geographic location.
