As a Supply Chain Subcontracts Administrator – Level 3 or Level 4, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is located in Chandler, AZ. FT remote work is not available.
Responsibilities:
- Successful candidate will source and procures specialized goods and services
- Owns contractual management of the supplier
- Responsible for source selection from contract proposal to execution phases
- Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users
- Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
- Prepares Request for Proposal package, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts
- In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules
- Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
- Manages and leads supplier financial forecasting accuracy
Candidate will also manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations. Employs sound business practices and assesses supplier performance as part of follow-up activities. Ensures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliers. Reviews and approves supplier payment as needed. Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
Basic Qualifications:
- Bachelor’s Degree and 5+ years of experience in government contracting -OR- Master’s Degree and 3+ years for a level 3
- Bachelor’s Degree and 8+ years of experience in government contracting -OR- Master’s Degree and 6+ years of government contracting experience for a level 4
- Familiar with FAR provisions and GSC policies and procedures
- Ability to obtain & maintain a DoD security clearance (US Citizenship Required)
- Strong knowledge and proven historical performance of cradle to grave subcontract administration
- Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the acquisition process
- Experience preparing and presenting briefings to leadership (internal/external)
- Demonstrated skill and ability to perform professional tasks
- Strong organizational skills
- Problem solving aptitude to develop solutions and drive resolution to a variety of problems of moderate scope and complexity
- Ability to provide accurate supplier invoice and accrual forecasting
- Ability and willingness to contribute to the completion of organizational projects and goals
- Strong knowledge of Microsoft Office Applications
