Job Title: Strategic Outreach Specialist
Location: Primarily remote. On occasion, duties require the employee to be on-site at the Defense Health Headquarters in Falls Church, VA.

Description: The purpose of the position is to plan and execute outreach activities to reach key Military Health System and Defense Health Agency stakeholders, advocates, and opinion leaders across the United States.  This includes managing interactions with Military and Veterans Service Organizations and industry, educational, and research partners. This position will manage the DHA and MHS Speakers’ Bureau. Duties include:

  • Establish and maintain effective working relationships with Headquarters-level subject matter experts and public affairs personnel.
  • Identify and develop strategic engagement opportunities to place leaders and subject matter experts in front of key audiences.
  • Coordinate the review and approval of speaking opportunities with external organizations and conferences, and ensure compliance with relevant DOD and Agency guidance, policies, and security measures.
  • Conduct speaker training for MHS and DHA leaders and proposed speakers.
  • Identify and develop opportunities to engage with Military and Veterans Service organizations. This includes in-person communication and the sharing of content relevant to those organizations and their constituents.
  • Assist in answer queries from Military and Veterans Service Organizations and other MHS and DHA stakeholders.
  • Identifies communications risks, opportunities, goals, and objectives and reports those back to contract leadership and government clients.
  • Conduct research and analysis needed to shape communications.
  • Plans, implements, executes, and evaluates information programs to reach key audiences and opinion leaders.
  • Develop appropriate communication channels, techniques and strategies for disseminating information to high-priority and hard-to-reach audiences.
  • Write talking points, meeting engagement reports, and other communication products as required.

Required Qualifications: Experience with the principles, methods, practices and techniques of communication that enable the Public Affairs specialist to function as a technical authority within the assigned area with responsibility for the development and execution of communication plans. 

  • 5+ years of experience conducting communications engagements and outreach
  • Minimum of a bachelor’s degree in communications, marketing, public affairs, public administration, or related field
  • Experience in strategic communication planning
  • Strong writing capability
  • Customer service orientation with interpersonal, organizational, problem-solving, and strategic thinking skills
  • Ability to work in a fast-paced environment both independently and as a team
  • Ability to obtain a Public Trust clearance
