Job Description:

The Strategic Integrated Programs Director  operationalizes the strategic plan, leading the teams that implement impactful programming. The Director will significantly contribute to the strategic directions, organizational development, public engagement, quality and impact of the ministry.

The Strategic Integreted Programs Director provides overall leadership, oversight and management in the national office for all aspects of WV Mali programs & projects. She/He is responsible for all programs to be managed effectively and to contribute to Child Well-Being Outcomes in line with the National Office Strategic priorities.

Ensure that programs meet community and donor accountability in line with World Vision’s policies and standards. Facilitate effective integration of various lines of ministry and funding streams to achieve program effectiveness. In addition to strong budgetary and financial management responsibilities, among other things the position manages the implementation of large projects funded by major government donors or UN agencies. The Director will engage at a strategic level with stakeholders, including representatives of donor governments, United Nations agencies, the Malian government, representatives of community organizations, NGOs and the private sector.

MAJOR RESPONSIBILITIES

Leadership and Strategic Management (25%)

  • Ensure programmes achieve Child Well-Being Outcomes in line with the organisation’s Ministry Framework and Development Approach, and NO’s strategic priorities and programme designs.
  • Sponsorship standards met or exceeded.
  • Model Christ-centered servant leadership and support spiritual development of her/his team.
  • Guide organisational change and improvement at a strategic and operational level.
  • Advise senior management about strategic programming directions and issues affecting project implementation, or key local issues affecting future grants/projects
  • Continuously support the professional development of his/her team at all levels by providing adequate mentoring, clear orientation, feedback and learning opportunities.
  • In the spirit of twin citizenship, contribute to knowledge sharing and collaborative learning through internal avenues such as Communities of Practice across NOs
  • Take the lead in putting World Vision principles of partnership into practice
  • Serve as a Vision Fund  Board Member

2-Budgeting, Financial Planning and Compliance (15%)

  • Ensure proper and strict financial management systems are in place while providing budget management support and guidance to program staff.
  • Ensure grant/project management compliance with donor regulation.
  • Ensure the review and timely submission of financial reports by partners working in close coordination with the finance team and other resource management staff
  • In collaboration with the National Director and the finance staff/department, review and analyze budget comparison reports and take necessary steps to ensure proper management (quality management) standards and utilization of grant/project budgets are in compliance with donor and WV regulations.
  • Ensure that systems are in place for the management of equipment and local procurement activities in support to grant/project successful implementation.
  • Support annual budget process in close coordination with the ND.

3- Grants and Portfolio Management (40%)

  • Leads the planning of programming directions and set high quality performance targets ensuring adherence to technical standards, innovation, needs-driven, results-oriented, WV quality programming standards, best practices, and to SO/donor guidelines.
  • Use appropriate management tools to plan, review and track progress on projects implementation progress as well as on the utilization of project resources.
  • Lead staff in outlining clear and effective strategies for program development, management, monitoring and evaluation, reporting, program evaluation and budget monitoring.
  • Conduct regular field site visits to review program progress; meet with partners, local government, and beneficiaries; and address implementation/relationship issues in the field
  • Assess and report on risks that the program portfolio may experience, and ensure proper risk mitigation and management system is in place, including security and emergency preparedness protocols.
  • Strategically utilize use of Information and Communication Techology for Development, technology and other contemporary systems in support of the projects and quality implementation.

4-Accountability and Quality Assurance (10%)                                                     

  • Working closely with the Program Quality Assurance Director and ensure the integration of quality assurance practices in all programmatic and functional areas
  • Working closely with the Program Quality Assurance Director and ensure all program designs meet the partnership standards and quality requirements
  • In coordination with the Programs Quality Assurance Director, lead in identification, accompaniment, and empowerment of diverse network of local implementing partner organizations

5- Representation, Coordination and Communication (10%)

  • Maintain effective communications and pro-active relationships with Support Office partners, including hosting visits and meetings.
  • Leads regular team meetings, staff meetings, and program (technical) meetings with SOs and other implementing NGOs/Government agencies and institutions.
  • Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
  • Ensure WV representation to local government authorities and Donors related to grant/project.
  • Undertake donor liaison in the field as required in support of Senior Leadership.
  • Develop and maintain strong partnerships with local implementing partners and international agencies, form alliances to enhance fundraising and growth opportunities.
  • Present program ideas to potential donors, in tandem with the ND, with Resource Development, and other program staff.
  • In coordination with the Senior Leadership Team, work closely with the West Africa Regional Office directors regarding implementation of Partnership initiatives, capacity building of national office staff and knowledge sharing within the region.

Perform any other task requested by the hierarchy

KNOWLEDGE, SKILLS AND ABILITIES

  • PHD/Masters’ degree in a directly related field, such as operations research, quantitative analysis, etc. Significant work experience in a directly related field will be considered in lieu of graduate degree.
  • 10+ years senior management experience in international development and/or emergency grant making including grant program design, rules and regulations, compliance, programmatic and financial reporting requirements and grant management for major government donors or UN agencies
  • Excellent diplomatic skills and demonstrated ability to establish professional relationships and engage at a strategic level with stakeholders, including donor government officials, UN Agencies, the Malian government, representatives of community-based organizations, NGOs, and the private sector
  • Strong skills in the use and interpretation of data, and ability to adapt program activities for continuous quality improvement
  • Strong budgetary and financial management skills
  • Demonstrated experience in community mobilization, organization and mediation among local actors
  • Ability to work at a leadership level, including managing staff in a matrix system
  • High level of organization and attention to detail
  • Ability to solve complex problems and to exercise independent judgment
  • Proficiency in written and spoken English and French.  Excellent interpersonal, organizational and time management skills
  • Ability to travel within country, regional and internationally
