Responsibilities include (but are not limited to):

  • Strategic Communication & Content Creation: Develop communication plans and create a wide range of written content, including speeches, feature articles, presentations, press releases, and internal/external communications.
  • Digital & Multimedia Management: Manage content for public/internal websites and social media platforms. Produce, edit, and manage all multimedia products, including video, photography, and graphic design. Track and report on web/social media analytics to refine strategy.
  • Event & Exhibit Management: Provide full lifecycle management for ~ 40 annual national/international exhibits and events, including strategic planning, logistics, budget management, and the preparation of all required approval packages and reports.
  • Administrative & Historical Support: Provide general administrative, media relations, and outreach support. Conduct archival research and provide transcription services to create historical products.
Qualifications
  • A bachelor's degree in communications, journalism, or related field from a fully accredited institution and at least ten (10) years of experience in strategic communications or social media management role providing public affairs support in a professional communications environment.
    • The requirement for a bachelor's degree may be waived if the proposed Strategic Communications Specialist III has at least fifteen (15) years of experience as a communicator or writer in support of various unique, specialized organizational goals.
  • Must have at least ten (10) years' experience as a communicator or writer in support of various unique, specialized organizational goals.
  • A two (2) page writing sample of a previously published professional publication or article, which shall be attached to resume.
  • Must have working knowledge and experience with publishing content on social media platforms including Twitter, YouTube, Instagram, Facebook, Flickr.
  • Must be people oriented, objective and communicate well with different personality types to coordinate and develop well-written messaging and coherent briefs for the Chief of Naval Research and other Flag-level leadership.
  • Proven experience of leading from behind and the ability to think ahead to deliver exceptional C-Suite staff work. Duties also include attendance and participation in both CLASSIFIED and UNCLASSIFIED meetings with senior leadership.
  • Ability to bridge operational and S&T activities with current knowledge of relationships between the Navy and Marine Corps to translate knowledge and data into superior communications products for use by senior leadership.
  • Must be thoroughly familiar and proficient in the use of commercial software packages such as Adobe InDesign Suite and Microsoft Office products.
  • One of the two proposed Senior Strategic Communications Specialists must be proficient in the use of Site Corp and Web Management software.
  • Must have excellent professional writing skills and verbal communications skills.
  • Demonstrate competence representing organizations of departmental, national and international interests via multimedia and face-to-face venues, such as print, broadcast and exhibit formats. A working level knowledge of video streaming is required.
  • Ability to convey meaningful messages related to the organizational mission of scientific research, technology discovery and invention that leads to transition of the acquisition community.
  • One (1) of the three Senior Strategic Communications Specialists must have knowledge and experience with documenting, editing and archiving historical information in accordance with DoD's Records Management Program.
  • Ability to effectively write, edit and publish newsletters and other publications.
  • Some travel will be required in support of ONR events.

Skills Required

  • Bachelor's degree in communications, journalism, or related field and at least ten (10) years' experience (degree may be waived with 15 years' communicator/writer experience).
  • At least ten (10) years' experience as a communicator or writer supporting unique, specialized organizational goals.
  • Two-page writing sample of a previously published professional publication or article attached to resume.
  • Working knowledge and experience publishing content on social media platforms including Twitter, YouTube, Instagram, Facebook, Flickr.
  • Proficiency with Adobe InDesign Suite and Microsoft Office products.
  • Proficiency producing, editing, and managing multimedia products including video, photography, and graphic design; working knowledge of video streaming.
  • Proven experience supporting C-suite/Flag-level leadership, including attendance/participation in CLASSIFIED and UNCLASSIFIED meetings.
  • Ability to plan and manage events and exhibits lifecycle, including logistics, budget management, and approval packages.
  • Experience conducting archival research, transcription, and documenting/editing/archiving historical information per DoD Records Management Program.
  • Excellent professional writing and verbal communication skills; ability to convey mission-related scientific and technical messages.
  • Familiarity with SiteCorp and web management software (team-level proficiency noted).
  • Willingness to travel to support ONR events (some travel required).
  • Hold or be able to obtain SECRET security clearance.
