The SENIOR MANAGER – STRATEGIC BID MANAGEMENT (DEFENCE) will lead high-value and strategically critical bid opportunities in the aerospace & defence sector, with a strong focus on government tenders, innovation programs such as iDEX, and complex proposal management. This role includes proactive opportunity identification, structured bid strategy development, vendor ecosystem management, and end-to-end ownership of bid execution through award (PO stage), ensuring sustained pipeline growth and improved win rates.

Key Responsibilities

Strategic Bid Leadership
o Own and lead the end-to-end bid lifecycle for large and complex A&D opportunities.
o Drive bid/no-bid decisions, define win themes, and competitive positioning.
o Define and execute capture strategies to improve probability of win.

A&D Tenders & Opportunity Intelligence
o Periodically monitor and review key procurement portals including:
  •  Central Public Procurement Portal (CPPP).
  •  Government e-Marketplace (GeM).
  •  ISRO tenders and other Aerospace & Defence portals.
o Identify and qualify relevant bid opportunities aligned with organizational capabilities.
o Maintain a structured pipeline of opportunities and track their lifecycle.

Strategic Reporting & Planning
o Prepare a weekly strategic bid intelligence report covering:
  •  Identified opportunities
  •  Competitive landscape.
  •  Recommended bid strategies.
  •  Risk and success probability assessment.
o Present reports to management for decision-making and approvals.

Proposal Strategy & Development
o Oversee development of high-impact technical and commercial proposals.
o Translate complex engineering solutions into compelling value propositions.
o Lead structured reviews (Pink/Red/Gold reviews).
o Prepare consolidated proposals integrating inputs from technical, commercial, and partner teams.
o Obtain internal approvals and ensure timely submission to authorities and customers.

Vendor & Ecosystem Management
o Identify, onboard, and manage vendors/partners for turnkey solution proposals, especially beyond core Ansys offerings.
o Build strategic partnerships with startups, MSMEs, and ecosystem players.
o Integrate partner capabilities into bid solutions to enhance competitiveness.

Bid Submission & Execution
o Manage complete bid submission process including documentation, compliance, and timelines o Ensure adherence to all regulatory and procurement guidelines.
o Lead post-submission follow-ups with customers and authorities.
o Track bid progress until final award (Purchase Order stage).

Stakeholder & Ecosystem Management
o Collaborate with internal leadership, engineering, finance, and legal teams.
o Interface with customers during pre-bid meetings and clarification stages.

Risk, Compliance & Governance
o Identify and mitigate technical, commercial, and regulatory risks.
o Ensure compliance with defence procurement policies (DAP/DPP), export controls, and confidentiality norms.
o Maintain audit-ready documentation.

Team Leadership & Capability Building
o Mentor bid managers and proposal teams.
o Establish best practices, templates, and frameworks.
o Drive continuous improvement in win rates and proposal quality.

Requirements
Education:

Bachelors or Masters in Mechanical / Automobile / Aerospace/ Electronics or related Engineering discipline.

Expectation:
  • Identify relevant A&D opportunities from CPPP, GeM, ISRO, and other portals.
  • Build and maintain a strong pipeline of qualified bids.
  • Take bid/no-bid decisions based on strategy and feasibility.
  • Develop win strategies and competitive positioning.
  • Lead preparation of high-quality technical and commercial proposals.
  • Coordinate with internal teams (engineering, finance, legal) for submissions.
  • Manage vendors/partners for turnkey solutions beyond core offerings.
  • Submit bids on time and ensure full compliance with requirements.
  • Follow up with customers and drive bids till final award (PO stage).
  • Prepare and present weekly strategic reports to management.

Skills Required

  • Bachelor’s or master’s degree in Mechanical, Automobile, Aerospace, Electronics, or a related engineering discipline
  • Ability to identify and qualify aerospace and defense opportunities through CPPP, GeM, ISRO, and other procurement portals
  • Ability to develop bid/no-bid decisions, capture strategies, win themes, and competitive positioning
  • Experience leading technical and commercial proposal development and structured bid reviews
  • Ability to coordinate engineering, finance, legal, commercial, and partner teams for bid submissions
  • Ability to manage vendors, startups, MSMEs, and strategic ecosystem partners
  • Knowledge of defense procurement policies, export controls, confidentiality requirements, and regulatory compliance
  • Ability to manage bid documentation, submission timelines, customer follow-ups, and award tracking through purchase order stage
  • Ability to prepare and present strategic bid intelligence reports to management
  • Ability to mentor bid managers and proposal teams and establish bid management best practices
