Salary Range: $56,772 - $85,159
Under the supervision of the State HRIS Benefits Operations Manager, the State HRIS Analyst I positions serve as members of the Flexible Spending Account (FSA) Reconciliation team. Working alongside the State HRIS Analyst II, this role bridges the gap between complex benefits administration and high-volume reconciliation accounting to maintain accurate statewide employee records within the OSC Integrated HR-Payroll (SAP) System.
The role ensures the accuracy of NCFlex FSA remittances through core functions:
• End-to-End Reconciliation: Reconciles NCFlex Health Care and Dependent Daycare FSAs against payroll deductions and third-party vendor billing records under tight deadlines.
• Agency Support & Consultation: Acts as a SAP system expert and point of contact for State Agency Health Benefit Representatives (HBRs), OSC internal teams, OSHR, benefits enrollment vendor and third-party FSA vendor to resolve individual employee FSA discrepancies.
• Cross-Functional Collaboration: Partners with BEST payroll, time, and HR operational teams, as well as the Office of State Human Resources (OSHR) and external benefits vendors, to perform deep-dive research into system issues.
• Regulatory Compliance: Applies expert knowledge of IRS Section 125 regulations, taxes, and deductions to ensure accurate employee remittances and complete alignment with federal and state personnel policies.
Knowledge Skills and Abilities/Management Preferences
- Considerable knowledge of federal and state benefit policies and procedures and strong critical thinking skills to analyze complex benefit and payroll process related to the HR/Payroll system to determine appropriate responses to errors or anomalies;
- Ability to interpret, apply, and communicate a variety of personnel/HR and benefits policies, procedures, and regulations;
- Proven experience in HR/Benefits business processes and reporting;
- In-depth knowledge of HR Systems - benefits modules;
- Ability to answer complex FSA related inquiries based on an expert understanding level of benefit procedures and policies;
- Basic understanding of accounting practices;
- Proficient with desktop software products and the ability to use common spreadsheets, word processing, presentations and database software packages
Minimum Education and Experience

Bachelor's degree in business administration, human resources, computer science, or any related field from an appropriately accredited institution and one year of experience in business or HR/Payroll consultation, process improvement or requirement gathering in an information technology, payroll, or HRIS environment; or an equivalent combination of education and experience.
