Job Purpose
The Representative, State and Local Government Affairs (U.S.) position is an integral part of the Global Government Affairs organization as a representative for the company both internally and externally, providing a global strength support function to the business. This position works closely with the Head of North American Public Policy with a focus on U.S. regions where BorgWarner operates or has significant public policy interests, such as California. Works with (1) Government Affairs leadership to develop and execute U.S. state and local government strategies, and (2) policymakers and external stakeholders such as trade associations, automakers, and non-governmental organizations to advance BorgWarner’s public policy views. Additionally, this role will conduct research, monitor legislation and regulation, and provide strategic input to advance the company’s public policy objectives.

Key responsibilities

  • Strategic Collaboration: Work closely with the Head of North American Public Policy to develop and execute comprehensive state and local government strategies that align with BorgWarner’s business goals.

  • Strategy Development: Assist in developing strategic state public policy agendas and advocacy plans for the company. Provide input and lead the execution of these strategies.

  • Legislative Monitoring and Research: Monitor, research, and communicate on legislation and regulations that could impact BorgWarner’s products or business. Provide strategic insights and recommendations based on research findings.

  • External Public Policy Stakeholder Engagement: Represent BorgWarner with state and local government officials, discussing issues impacting the company’s current and future products or business. Build and maintain strong relationships with policymakers and external stakeholders.

  • Internal Stakeholder Management & Communications: Create internal awareness of regional political environments and public policymaking that can impact the mobility industry and propulsion technologies, especially in areas such as vehicle fuel economy, emissions, and electrification. Provide support and exceptional customer service to internal customers for unforeseen issues that may arise, requiring assistance with government-related matters.

  • Economic Development Collaboration: Collaborate with the Economic Development team to support relationships with state executive branches, economic and workforce organizations, and other state agencies as needed.

  • Data and Information Management: Work closely with internal stakeholders to gather and provide data and information to assess and communicate potential impacts of pending legislation or regulations.

  • Policy Communication: Write letters, policies, and proposals to meet the company’s public policy needs. Develop talking points for legislative issues for executive leadership, industry groups, and the media.

  • Presentations and Representation: Prepare and make presentations to executive management and government officials as required. Represent BorgWarner at government and industry events, and with various trade organizations.

  • Government Visits and Engagement: Lead communications with government audiences and support government visits to BorgWarner’s facilities in North America. Ensure effective communication and representation and lobbying compliance, in accordance with federal, state, and local laws, during these visits.
