The Standards Implementation Specialist supports districts in implementing the North Carolina Standard Course of Study through a Multi-Tiered System of Support (MTSS), with a primary focus on strengthening Tier I core instruction in Mathematics and English Language Arts to improve student outcomes statewide. The position ensures that MTSS implementation remains grounded in high quality; standards aligned instruction as the foundation for all students.

The role advances a cohesive framework that aligns core instruction, intervention, and behavioral supports, ensuring that interventions supplement rather than replace grade level instruction. The specialist supports districts in establishing clear expectations, building capacity, and using data to inform instructional decisions and improve the consistency and quality of practice across schools.

Through this work, the position strengthens district implementation of MTSS, promotes aligned academic and behavioral systems, and supports improved student outcomes by increasing access to rigorous, grade level instruction and reducing gaps in achievement, discipline, and identification.
These are regional positions and requires 60% travel within the assigned region.
Job Responsibilities:
Ensure districts implement and sustain the North Carolina Standard Course of Study in Math and English Language Arts through a Multi-Tiered System of Support (MTSS), with Tier I instruction as the foundation.
Ensure alignment of curriculum, instructional materials, and classroom practices to grade-level standards, supports the selection and implementation of evidence-based core programs, and establishes clear expectations for high-quality instruction.
Support districts in aligning academic instruction with behavioral and engagement practices to maximize instructional time and student access to learning.
Ensure Tier I environments are structured to promote consistent engagement, reduce disruptions, and increase time on tasks.
Promote proactive, schoolwide practices that strengthen classroom instruction and improve student participation and outcomes.
Support PSUs in implementing Positive Behavioral Interventions and Supports (PBIS) and shares best practices for fostering supportive school environments and reducing behavioral challenges.
Align academic and behavioral systems to ensure a unified approach that strengthens Tier I instruction and supports overall student success.
Establish clear expectations that all students maintain access to grade-level standards while receiving targeted support or acceleration.
Valid NC Driver’s License. Out of State Applicants must have a valid Driver’s License and acquire NC Driver’s License within 60 days of hire.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $57,983.00 - $95,000.00

Manager Preferences:  

  • Background supporting instructional improvement at the district or state level
  • Experience implementing Multi-Tiered System of Support (MTSS) at scale with a focus on Tier I core instruction
  • Expertise in supporting literacy and or mathematics instruction across elementary, middle, and high school, including secondary content specific and disciplinary literacy practices
  • Track record of improving student outcomes in literacy and mathematics
  • Demonstrated success coaching district leaders, principals, or instructional leadership teams
  • Knowledge and application of evidence based academic and behavioral practices
  • Skills in using data systems to monitor implementation and drive continuous improvement
  • Experience leading or supporting systems level change and strategic planning
  • LETRS training or advanced knowledge of structured literacy practices

The Office of Teaching and Learning provides statewide leadership for the development, implementation, and continuous improvement of the North Carolina Standard Course of Study across all content areas. The Office ensures districts have access to high-quality instructional resources, professional learning, and technical assistance to support effective standards-based instruction.

The Office leads key state and federally funded programs and works in close partnership with the Office of Exceptional Children to align academic and behavioral supports and strengthen inclusive practices. It also collaborates with internal and external stakeholders to support curriculum alignment, instructional materials, assessment practices, and coordinated regional and district support.

Through this work, the Office builds educator capacity and advances equitable access to rigorous, grade level instruction for all students. The Standards Implementation Specialist supports this effort by aligning standards, instruction, and support systems and providing consistent regional and statewide support to districts.

Minimum Education and Experience

Master’s degree in the education field to which assigned from an appropriately accredited institution and three years of specifically related experience in public education; or an equivalent combination of education and experience.
