We are seeking a highly organized, people-oriented Staffing & HR Specialist based in Costa Rica.
This role serves as a key Talent Acquisition Partner, responsible for candidates sourcing, recruiting, and pipeline development for positions mainly in Costa Rica, Puerto Rico, and the United States. The Specialist will work closely with the Sales & Staffing Department to understand client needs, secure qualified candidates quickly, and support growth initiatives across Inteldot and its clients.
In addition to staffing as the primary focus, the Specialist may provide HR support including onboarding, employee relations, compliance documentation, training coordination, and internal process administration.
The ideal candidate is detail-oriented, collaborative, and thrives in a dynamic, multi-country environment.
Responsibilities – Talent Acquisition, Staffing & Sales Support
- Responsible for sourcing, recruiting, and screening qualified candidates for positions across Costa Rica, Puerto Rico, and the United States.
- Develop and maintain continuous pipelines of qualified candidates.
- Collaborate closely with the Sales team to understand client requirements, role scope, skill sets, urgency, and project timelines.
- Prepare client-focused candidate resumes tailored to specific role requirements and position needs.
- Manage job postings, applications, referrals, and applicant tracking systems.
- Conduct initial interviews, technical pre-screens, and behavioral assessments.
- Maintain staffing documentation: skills inventories, notes, references, interview results, and candidate activity logs.
- Support the contractor onboarding process, including client-required documentation and compliance files.
- Generate staffing reports and dashboards for Sales and Operations.
- Support staffing-related audits and ensure accuracy and completeness of documentation.
The following additional responsibilities may be supported as needed based on business requirements, workload, and organizational priorities:
Onboarding
- Coordinate onboarding, orientation, and documentation for new hires.
- Maintain updated job descriptions and recruitment records.
HR Operations & Compliance
- Ensure compliance with HR policies, procedures, and Costa Rican labor regulations.
- Maintain employee files, HR systems, and personnel documentation.
- Coordinate benefits administration such as CCSS, INS, and other employer obligations.
- Support the preparation of employment contracts, amendments, and assignment agreements.
- Assist with audits and compliance reviews.
Employee Relations & Support
- Serve as a point of contact for employee inquiries related to policies, benefits, and HR procedures.
- Support conflict resolution and escalate issues appropriately.
- Help monitor employee performance processes and documentation.
Training & Development
- Coordinate training sessions, attendance records, and compliance tracking.
- Assist in developing HR-related communications, guidelines, and process updates.
Support for U.S. and Puerto Rico HR Operations
- Assist with HR documentation, compliance processes, onboarding tasks, and workflow coordination.
- Learn and apply U.S. and Puerto Rico HR procedures under Inteldot’s training program.
- Collaborate with multi-country teams to ensure consistency and accuracy.
General HR Administration
- Assist with policy development and implementation.
- Help maintain HR metrics and reports.
- Perform additional HR-related duties as required.
Required Skills & Abilities
- Excellent verbal and written communication skills, with the ability to interact professionally with candidates, and internal stakeholders.
- Exceptional organizational skills and attention to detail, particularly in managing candidate pipelines, documentation, and staffing records.
- Solid understanding of Costa Rican labor regulations related to staffing and employment; willingness to learn and support USA and Puerto Rico HR and staffing processes as required.
- Ability to understand and apply HR policies, client requirements, and staffing guidelines in a recruitment and onboarding context.
- Strong problem-solving and analytical skills to assess candidate fit, staffing needs, and process improvements.
- Ability to prioritize multiple requisitions, manage deadlines, and adapt to changing client priorities.
- Proficiency in Microsoft Office Suite and applicant tracking systems (ATS) or HR systems (preferred).
Education & Experience
- Bachelor’s degree in human resources, Psychology, Business Administration, or related field.
- Minimum of 2 years of Talent Acquisition/Recruitment experience.
