What You’ll Do:
As a Staff Technical Program Manager (TPM) within Archer’s Digital Transformation Office (DTO), you will simultaneously close three critical organizational gaps. This is a high-visibility leadership role responsible for the end-to-end lifecycle of new site physical infrastructure and network readiness, the program governance layer for Enterprise Data Analytics and the Data Science & Flight Test pipeline, and the execution of the ArcherOS / AI roadmap—a top priority for our CEO and CDO.
Operating as a strategic execution specialist, you will bridge the physical and digital worlds, driving alignment across complex, cross-functional engineering, operational, and facilities teams.
New Site Infrastructure & Network Deployment
- Infrastructure Ownership: Own the end-to-end infrastructure program plan for each new site, including power, HVAC, facilities, hangar, and manufacturing buildout.
- Milestone Sequencing: Coordinate with Facilities, Real Estate, and Construction partners to sequence infrastructure milestones against operational launch targets.
- Network Deployment: Drive network architecture deployment from design through cutover, including LAN/WAN, ISP provisioning, access control, and security systems.
- Vendor Management: Manage vendor and contractor execution for cabling, hardware installation, and network testing across 6–10+ concurrent workstreams.
- Risk & Playbook Management: Track and escalate infrastructure dependencies and permitting risks; develop and maintain a reusable, versioned site infrastructure playbook to standardize future buildouts.
Day-1 Operational Readiness & Site Launch
- Readiness Frameworks: Define and drive the Day-1 readiness checklist across IT systems, facilities, HR, and Operations for each new site.
- Systems Cutover: Coordinate IT systems cutover, end-user device provisioning, and communications infrastructure activation.
- On-Site Coordination: Lead on-the-ground program coordination during site launch, providing vital on-site presence during critical milestones.
- Continuous Improvement: Conduct post-launch retrospectives, integrate lessons learned into the site playbook, and serve as the primary DTO PMO contact for leadership reporting.
Enterprise Data Analytics & Strategy
- Data Pipelines: Own the program plan for Enterprise Data Analytics and the Data Science & Flight Test data pipeline, driving delivery across the DS/BI team, Engineering, and cross-functional data consumers.
- Governance & Tooling: Establish reporting cadences, KPIs, and dashboard governance standards for the analytics portfolio, coordinating enterprise data platform initiatives (Snowflake, Sigma, Databricks, or equivalent).
- Leadership Onboarding: Support the onboarding and integration of the incoming DS/BI Director into DTO PMO structures and workflows.
ArcherOS & AI Strategy
- Program Governance: Define and maintain ArcherOS program governance, including intake, prioritization, milestone tracking, and risk management.
- Roadmap Translation: Partner with Engineering and ArcherOS product leads to translate AI strategy into an executable, sequenced roadmap.
- AI Deployment: Coordinate enterprise AI initiatives—including enterprise LLM deployment—across IT, Legal, and Operations, serving as the DTO PMO liaison to the CDO.
- Compliance & Policy: Drive AI policy coordination with Legal, Security, and Compliance regarding data governance and responsible AI rollout.
Cross-Portfolio DTO PMO Governance
- PMO Standards: Apply DTO PMO standards (intake SLA, status reporting, RAID management) across all three portfolio domains.
- Interdependency Management: Manage interdependencies across workstreams spanning multiple concurrent sites, teams, and timelines, proactively resolving scope gaps and resource constraints.
- Executive Representation: Represent the New Site, Data, and AI portfolios in QBRs, leadership reviews, and centralized PMO forums to align all executive stakeholders.
What You Need:
- Experience: 10+ years of technical program management experience with direct ownership across both physical infrastructure/site buildouts and digital platform/data programs.
- Scale & Delivery: Proven track record managing 6+ concurrent, interdependent workstreams with hard operational deadlines.
- Technical Depth: Hands-on experience coordinating network engineering or IT infrastructure deployments in a physical site context, alongside fluency in AI/ML program lifecycles (model development, data pipelines, platform productionization).
- Governance & Alignment: Demonstrated ability to establish governance and drive alignment in cross-functional, matrixed organizations with no prior structure.
- Cross-Functional Navigation: Experience working with Legal, Security, or Compliance stakeholders on AI policy or data governance.
- Communication & Tools: Strong executive communication skills with the ability to distill complex cross-domain programs into crisp narratives; expert ability to build structured program plans, RAID logs, and dashboards.
- Mobility: Comfort and readiness for active domestic and international travel to support on-site launches.
Bonus Qualifications
- Industry Domain: Background in aerospace, defense, manufacturing, or hardware-adjacent industries.
- Greenfield Buildouts: Experience standing up new offices, hangars, manufacturing facilities, or technical labs from greenfield, including international expansion.
- Data & Networking Toolsets: Familiarity with enterprise data platforms (Snowflake, Sigma, Databricks) and network architecture concepts (LAN/WAN, ISP onboarding, enterprise Wi-Fi).

Compensation: For this position, we drive a pay-for-performance culture and reward performance that supports the Company's strategy. Actual compensation offered will be determined by job-related knowledge, skills, and experience.
At Archer we aim to attract, retain, and motivate talent that possess the skills and leadership necessary to grow our business. We drive a pay-for-performance culture and reward performance that supports the Company’s business strategy. For this position we are targeting a base pay between $150,000 - $188,100. Actual compensation offered will be determined by factors such as job-related knowledge, skills, and experience.
