EDUCATION AND/OR EXPERIENCE
A Bachelor's degree in business or technology or a related field and a minimum of 7 years of directly related job experience is required.
The incumbent is responsible for managing and leading multiple projects that are valued in the millions of dollars and have a profound impact on the operations of the Authority. A strong financial, business case, and analytical background would be helpful. Job requires overseeing project budgets and financial matters relating to individual projects.
The incumbent should have experience in assisting in process improvement efforts and have knowledge of industry standards. Two years experience with industry software and systems standards is required. Systems Development Life Cycle (SDLC) and/or Project Management Institute (PMI) experience is necessary to carry out project management processes. Must have proven experience leading a technology project team.
In lieu of a Bachelor's degree, project management certification from institutions such as those listed under Certificates, Licenses, and Registrations and eleven years of directly related experience may be substituted.
INTERVIEW SELECTION PROCESS: The selection process may include one or more components to demonstrate applicants’ knowledge, skills and abilities in job related areas. These may include exercises such as practical demonstrations, written communications, oral interviews and/or competency assessments.
SUMMARY
Plans, directs and monitors proposed solutions, strategic plans, best practices, and tools for delivering approved Information Technology projects that support Authority and transportation initiatives. Leads and manages all aspects of the project life cycle including initiation, planning, execution, controlling and closure. Leads other project managers with similar project assignments. Manages multiple clients and/or teams for major Technology projects and smaller staff levels for assigned technology projects.
Coaches, mentors, motivates and leads less experienced project managers, project team members and contractors in assuming accountability for assigned work and Technology methods for delivery. Oversees a range of financial responsibilities (budgeting, analysis, reporting, and business cases) associated with all projects under the purview of the Technology Business & Development organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
1. Plans, directs and monitors proposed solutions, strategic plans, best practices, and tools for delivering approved Information Technology projects that support Authority and transportation initiatives. Participates with customers to conceptualize and implement information technology strategies that may affect both Technology and the entire enterprise.
2. Leads and manages all aspects of the project life cycle including initiation, planning, execution, controlling and closure. Leads other project managers with similar project assignments. Manages projects according to defined objectives and overall project plan management. Analyzes business processes and end-user requirements by matching defined needs to solutions. Communicates with all levels of the organization, as well as vendors, contractors, and consultants in leading Business Analysts, teams or other project managers to deploy technology based solutions. Performs in a hands-on technical role as well as a management role.
3. Manages multiple clients and/or teams for major Information Technology projects and smaller staff levels for assigned technology projects. Serves as a team leader, project manager and relationship manager. Estimates resources needed to achieve project goals. Develops contingency plans to ensure timely delivery of projects.
4. Coaches, mentors, motivates and leads less experienced project managers, project team members and contractors in assuming accountability for assigned work and Technology methods for delivery.
5. Oversees a range of financial responsibilities (budgeting, analysis, reporting, and business cases) associated with all projects under the purview of the Technology Business & Development organization.
6. Develops and delivers status reports to clients and Technology management on all phases of assigned projects. Works with Authority-wide departments, offices and Branch Managers for project reviews.
7. Performs a key role in testing leading-edge technology; creates, performs and analyzes the results of test plans for various systems.
8. Performs other related duties as assigned, including Transit Ambassador assignments.
Consequences to the Authority of an inappropriate decision or unsatisfactory performance include project financial overruns, behind schedule deliveries, and client dissatisfaction with expected deliverables.
SUPERVISORY RESPONSIBILITIES
At the direction of Technology's Business & Development Manager or the Executive Director / CIO, the incumbent may manage or lead other IT Project managers (staff or contractors), Business Systems Analysts, Quality Assurance Teams and/or groups/individuals.
