Overall Responsibilities
Working closely with the COP, DCOP and the Technical Director, the Sr. TB Technical Advisor will assist the COP, Technical Director and the Technical Team in the development and implementation of evidence-based technical strategies to achieve BEBAS-TB program objectives. This position will contribute to all BEBAS-TB program technical direction, aimed at technical staffing being aligned with the project’s vision, goals, and plans to achieve program results. With the guidance and support of the COP and in collaboration with the Technical Director, the Sr. TB Technical Advisor will contribute to the provision of technical services, harmonize efforts, coordinate with partners, maximize synergy with national & provincial teams and integration between project program areas to develop and implement technical strategies, approaches, and plans.
In support of the Technical Director, the Sr. TB Technical Advisor will help inspire staff to apply results-based methods for timely delivery of TB services, including producing high-quality deliverables and documentation of the project’s successes and lessons learned for local and international audiences. The Sr. TB Technical Advisor should possess strong research and analytic skills and work with project staff to develop high-quality technical products such as papers, peer-reviewed journal articles, and advocacy materials. The Sr. TB Technical Advisor, in collaboration with the Technical Director, advises on a comprehensive approach to institutional development and strengthening and provides technical leadership to ensure seamless planning, program management experience in implementation of activities, and overall technical support in TB Elimination.
The Senior TB Technical Advisor will have the required qualifications and sufficient experience to ensure a balance of technical, managerial and interpersonal skills.
Specific Responsibilities
Program Implementation (50%)

Working in close collaboration with the CoP, DCOP, Technical Director and MERL Director, the Sr TB Advisor will contribute to the annual work plans development, demonstrate models, field implementation, scaleup and review in alignment with donor strategy.

Assisting the Technical Director, supports the Technical Advisors team and consultants in ensuring high quality, results oriented and timely deliverables.

Support the Technical Director and MERL Director in analyzing BEBAS TB program data to make strategic and evidence-decision decisions regarding project implementation.

Assists the Technical Director in ensuring that the BEBAS TB program adheres to TB control national and internationally accepted norms and standards and that best practices and approaches are well-documented and highlighted through activity implementation.

On request, assist the Technical Director in producing high-quality documentation of the project’s successes and lessons learned for local and international audiences, including documentation of evidence-based technical strategies.

Support and assist the Technical Director in promoting a team approach that emphasizes high-level technical performance, creative and innovative approaches, and the achievement of project objectives.

On request, support the Technical Director to provide technical leadership and oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to USAID and MSH headquarters.

Assist the Technical Director in overseeing documentation of results and lessons learned from this project for dissemination within, and beyond the project, and USAID/Indonesia.
Technical Assistance and Capacity building (30%)

Overall technical expertise in TB prevention, improving case-finding efforts (identifying missing Drug sensitive and Drug Resistant TB cases), Strengthening TB Diagnostic network, logistics system, PPM and TB surveillance.

Responsible for assuring a strong linkage between the province, district health team, pushkasmas staff, private clinics/hospitals, community and population approaches of technical assistance in TB, TB/HIV and MDR-TB and the development of strategic and operational plans for capacity building.

An important aspect of this role will be knowledge management, being responsible for providing technical assistance to BEBAS TB Project and staff both within technical team national and provincial teams, partner staff and engaged sub grant awardees. Similarly, actively engaging in learning and sharing program learnings, sharing knowledge and building new strategies for more effective and efficient use of resources to improve programming and accelerate progress towards the End TB strategy.

Serves as a leading resource and team member to improve staff capacity building role of national technical team and provincial teams in developing updated guidelines, developing training curriculum and imparting trainings. Accountable in completing cascade trainings meeting timelines and project planning.

He/She will employ a “hands on” technical approach in close collaboration with the BEBAS TB technical, operational and MERL teams at national provincial and district teams, Tb program management, quality TB program implementation, mobilize logistics for diagnosis and treatment, focusing on increasing case detection and improving the quality of care, addressing gaps in TB care cascade, private sector engagement, TB epidemiology, quality assurance, monitoring and evaluation, operational research, infection control, TB comorbidities, TB/HIV and DR-TB control and prevention.
Relationship management (20%)

The Senior TB Technical Advisor will be accountable for raising BEBAS TB profile with partner community, NTP and Donor in expanding our services.

Work in close coordination with internal and external resources, partners, donors, and staff to coordinate efforts and bring new ideas to strategies and approaches.

In consultation with CoP and the Technical Director, represent the project in national and provincial meetings, other Indonesia government agencies and collaborating agencies on all technical matters related to the project.

Respond promptly to the CoP, DCoP, MERL and Technical team inquiries and concerns.

Maintain good working relationships with project staff and partners.
QUALIFICATIONS
Education:
-
Medical Doctor, PhD or master's degree in public health or an advanced degree in a related health field from an accredited college or university. A medical doctor degree is essential.
Experience:
-
Demonstrated technical knowledge and progressive experience of more than 10 years in designing and/or managing TB prevention and control programs.

Experience interacting with donors, implementing partners, and host country government.

Must have a proven track record of producing high-quality, written qualitative, quantitative, and narrative deliverables.

Familiarity or experience with the Indonesian health system is required.
Knowledge and skills:
-
Strong analytical and computer skills (Word, Excel, PowerPoint, web‐based research). This includes data analytics.

Excellent written and oral communication skills in English required. Fluency in Bahasa Indonesia is an advantage.

Knowledge and comprehensive understanding of Indonesian’s public health and pharmaceutical sector and long-term work experience in Indonesia preferred.

Strong organizational skills and ability to work flexibly in a team-oriented, culturally diverse environment.

Ability to handle multiple tasks simultaneously, set priorities, and work independently.

Excellent diplomacy and interpersonal skills, sound judgment, and communications skills.
