Responsibilities

Working as a strategic partner to the Project Director on very-high-value mega-projects, the Senior Project Controls Manager (SPCM) provides expert leadership and strategic management of the integrated Project Controls function. This role is accountable for the integrity and defense of the Performance Measurement Baseline (PMB) across multiple complex work packages, ensuring project control systems serve as predictive instruments for successful delivery. The SPCM leads the strategy for complex Extension of Time (EoT) claims, provides expert internal and external stakeholder diplomacy, and drives the continuous improvement of project-level control standards and risk governance to safeguard the company’s financial and contractual position.


  • Establish, lead, and provide strategic direction to a large Project Controls team of Planning, Cost Control, and Risk professionals. Ensure the function operates as a proactive advisor to senior project leadership, providing high-impact insights to drive mega-project outcomes.
  • Establish and enforce the Project Controls Plan (PCP) as the strategic governing framework for the project. Ensure all activities, including those of diverse subcontractors, comply with the highest contractual standards and corporate SOPs while championing the use of advanced digital tools
  • Direct the establishment and maintenance of a resource-loaded PMB for the mega-project, ensuring all schedule, cost, and resource data are integrated across multiple complex work packages to provide a single source of truth
  • Direct the development and governance of the mega-project’s complex scheduling hierarchy, ensuring the long-term critical path is resilient and logically robust. Lead the integration of 30/60/90-day look-ahead schedules across multiple disciplines and subcontractors, ensuring site productivity data validates remaining durations. Oversee expert analysis of float variance to provide early warnings of potential delays and proactively support Change Management and claim assessment processes.
  • Lead the project’s strategy for complex Extension of Time (EoT) and prolongation claims. Oversee advanced Time Impact Analysis (TIA) and CPM modeling to maximize compensable outcomes and mitigate concurrent delay risks
  • Oversee the project-level risk function to ensure identification and mitigation activities are strictly aligned with the Project Business Plan. Ensure mitigation strategies are embedded in the construction sequence to safeguard the PMB and business performance
  • Direct the production of executive-level cost reports and quarterly Estimate At Completion (EAC) updates. Own the integrity of the Value of Work Done (VOWD/CWIP) measurements and ensure actionable insights are provided to senior management for high-stakes financial decision-making.
  • Lead the preparation of internal status presentations for the Project Board and Head Office. Act as the technical "check and balance," defending project data integrity and providing a respected voice even when technical positions challenge operational assumptions.
  • Direct the development and submission of the Mega-Project’s annual Business Plan and end-of-quarter updates. Own the strategic validation of the Estimate At Completion (EAC) process, ensuring financial forecasts are resilient, risk-adjusted, and strictly aligned with corporate business performance and financial reporting objectives.
Qualifications
  • Bachelor's degree, in Engineering, Construction Management, or a related field. (Master’s preferred)
  • Overall Project Controls Experience: 27-30 years of overall experience in Project Controls roles. 
  • Specific Leadership Experience: Minimum 15 years of dedicated experience as a Project Controls Manager (PCM) leading integrated teams (Planning, Cost, and Risk).
  • Contractor-Specific Experience: Minimum 12 years working directly for a Main Contractor in an EPC or EPCM environment on high-value infrastructure, buildings or hospitality projects.
  • Large-Scale Project Track Record: Proven experience leading project controls on at least two projects with a contract value exceeding SAR 4 billion.
