The federal reserve Bank of San Francisco is seeking a Senior Manager, Application Development to join the Statistics and Reserves(STAR) organization. This role leads one or more high-performing engineering teams responsible for the definition, design, development, and maintenance of secure, scalable, and high-quality technology solutions that meet critical business and customer needs.
This position is onsite and requires regular presence in the office to support close collaboration, leadership engagement, and cross-functional delivery.
Qualifications:
- Bachelor’s degree in Computer Science, Engineering, Business Management, or a related field, or equivalent practical experience.
- 15+ years of relevant IT and business experience, with expert knowledge delivering enterprise solutions using Java technologies (microservices, APIs, distributed systems).
- 8+ years of experience leading application development teams in Java-based environments.
- Proven ability to work on complex issues requiring in-depth analysis, sound judgment, and evaluation of multiple technical and business factors.
- Experience managing multiple IT processes within one or more functional areas.
- Strong architecture expertise, including solution design, technology roadmaps, and alignment with enterprise architecture, security, and resiliency standards.
- Architect and build big data solutions using AWS services
- Experience with modern application development practices, including Agile methodologies, DevSecOps, CI/CD pipelines, automated testing, and cloud-native platforms.
- Familiarity with data mesh concepts, including domain ownership, data products, governance, and interoperability.
- Exposure to Generative AI capabilities and enterprise adoption patterns (e.g., AI-assisted development, productivity tooling, responsible and secure use of GenAI).
- Excellent written and verbal communication skills, including the ability to create clear technical documentation and present complex concepts to senior leadership and non-technical audiences.
- Demonstrated ability to motivate, coach, and develop teams, foster strong engineering culture, and drive accountability and results.
- Must be a U.S. Citizen or Green Card holder with the intent to become a U.S. Citizen.
- Lead and structure engineering teams to deliver secure, scalable, and high-quality Java-based applications in a dynamic environment.
- Own and drive solution architecture, ensuring alignment with enterprise standards for security, performance, scalability, and maintainability.
- Partner with product, architecture, security, QA, and operations teams to deliver integrated, cross-functional technology solutions.
- Identify customer needs, secure delivery commitments, and track progress across internal teams and external service providers.
- Craft and communicate a clear technology vision and roadmap aligned with organizational strategy.
- Enable modern engineering practices, including Agile delivery, test-driven development, CI/CD, and operational readiness.
- Promote adoption of data mesh principles and domain-oriented design where applicable.
- Champion practical and responsible use of Generative AI to improve engineering productivity and solution quality.
- Serve as a senior technical leader and advisor, guiding architects and product teams on appropriate technology usage and tradeoffs.
- Work closely with QA and Operations to ensure solutions are production-ready and delivered successfully.
- Manage people and financial resources, including hiring, performance management, coaching, and career development.
- Continuously improve processes that enhance customer satisfaction, delivery predictability, and team effectiveness.
- Communicate status, risks, and decisions clearly; present effectively to governance forums and stakeholders.

Base Salary Range: Min: $186,500 Mid: $242,300 Max: $298,000 (Location: San Francisco)
Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographic and other market data.
