The Scenario Analysis and Special Studies Department coordinates the Long Term Regional Transmission Planning process to address the evolving resource mix and load growth needs. The (Sr./Lead) Engineer I (II) will be working closely and collaboratively with a group of highly skilled engineers that perform transmission expansion analysis supporting the development of the Long Term Regional Transmission Expansion Plan. This position focuses on supporting key initiatives including, but are not limited to, the development of Long Term Regional Transmission Planning scenarios and processes, tools and analysis to support necessary reforms to the Regional Transmission Expansion Plan (RTEP) resulting from the FERC NOPR: Building for the Future through Electric Regional Transmission Planning and Cost Allocation and Generator Interconnection.
The primary responsibilities of the department entail:

  • Scenario development, analysis and solution implementation to address evolving resource mix and load growth needs primarily driven by State/Federal Policies.

  • Pursue key planning study efforts such as generator deactivation analysis, state scenario studies, etc.

  • Support stakeholder process, ISO, Federal/State, IMM, Transmission Owner and PJM department coordination efforts.

  • Identify, develop and implement process and tool enhancements.

Departmental employees have an in-depth working knowledge of the PJM/NERC/RFC/SERC agreements, planning criteria, and operating instructions as they affect planning, operation, and analysis of the PJM system.
Essential Functions:

  • Perform power system thermal, voltage and stability analysis required in the Long Term Regional Transmission Planning process.

  • Support the development of Long Term Regional Transmission Planning scenarios.

  • Evaluate regional transmission solution alternatives and identify optimum solutions.

  • In coordination with Transmission Planning, identify modifications to short-term transmission planning solutions that may address Long Term Regional Transmission Planning needs.

  • Support the modeling and analysis tasks to accommodate generation deactivation studies and other special studies.

  • Work with transmission owner staff and other stakeholders staff in the development and refinement of the Long Term Regional Transmission Planning analysis and process.

  • Work with other members of the department and System Planning Division to solve complex engineering problems.

  • Identify and assist with the development of new and innovative methods and tools in the planning process.

  • Prepare reports and presentations to support activities of the System Planning Division.

  • Represent PJM on industry committees, task forces, or stakeholder groups involving issues relate to planning and engineering.

  • Demonstrate strong communication, collaboration, prioritization and coordination skills.

Characteristics & Qualifications:

Required:

  • BS, Engineering or Electrical Engineering

  • Ability to produce high-quality work products with attention to detail

  • Experience in quantitative and qualitative analysis

  • Ability to use mathematical and electrical theory

  • Ability to troubleshoot and provide technical support

Preferred:

  • MS, Engineering

  • At least 5 years of experience at an RTO/ISO/TO/Other power industry experience

  • Experience with PJM operations, markets, and planning functions

  • Experience using PSS/e (power system analysis program)
