(Sr./Lead) Compliance Analyst (II)

The FERC and Reliability Compliance Department is responsible for assisting in the development, coordination, monitoring, and communication of all electric reliability standards that are developed by the North American Reliability Council (NERC), the North American Energy Standards Board (NAESB) and the Regional Compliance Entities. The department is also responsible for assessing compliance on a regular basis with the PJM Governing Documents. The (Sr./Lead) Compliance Analyst will be focused on the NERC Reliability Standards in the following key areas:

• Assisting in the communication of new and revised NERC Reliability Standards to and coordination of the PJM position on the new standards
• Maintaining a working knowledge of select NERC Reliability Standards projects as the projects progress through the standards development process
• Active participation in and serving as a compliance lead for various types of compliance audits, both internal and external
• Lead compliance related initiatives in PJM to ensure PJM maintains compliance with the NERC Reliability Standards

Essential Functions:

• The candidate must be able to work independently and as part of a team on work assignments. These assignments can be broad in nature involving the compilation, preparation, and analysis of various statistical/analytical data, reports, statements, studies, or projects.
• The candidate must possess demonstrated abilities of effective analytical and reasoning capabilities, refined verbal skills, and presentation skills.
• The candidate will assist in developing recommendations on NERC and Regional standards directly impacting PJM systems, capabilities, and reliability. The candidate must be able to maintain a working knowledge of the various projects in the NERC standards development process, and help prepare PJM requirement owners for compliance with newly developed standards
• The candidate must be able to define problems, collect data, establish facts, determine possible solutions and draw valid conclusions. In addition, the employee must possess the ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
• Lead or participate in recurring audits of each Transmission Owner’s compliance with the assigned tasks defined in PJM’s Transmission Owner/Transmission Operator
• Matrix to ensure PJM’s compliance with the NERC Reliability Standards
• Prepare PJM for NERC and Regional Compliance Audits, Spot Checks, and Self-Certifications.
• Participate in strengthening PJM’s controls for those requirements where a non-compliance could cause a significant reliability, financial or reputational impact.
  Work closely, including organizing interactions and communications with PJM Members and Stakeholders to effectively manage compliance related tasks.
  Characteristics and Qualifications:
  Required:
  Bachelor's degree in Engineering, Business or equivalent work experience
  At least 4 years of experience Utility Operations and/or Planning experience.
  0-5 years of experience working with compliance requirements
  Ability to produce high-quality work products with attention to detail
  Ability to communicate effectively in a team environment
  Experience in quantitative and qualitative analysis
  Experience using verbal and written communications skills
  Ability to use Microsoft Office Suite (MS-Word, MS-Excel and MS-PowerPoint)
  Experience with interchange arrangements, Bulk Power relationships, and FERC procedures
  Preferred
  MBA, Business Administration
  At least 4 years of experience Direct PJM Operations and/or Planning experience.
  0-5 years of experience Working with NERC Reliability Standards
  Experience with PJM operations, markets, and planning functions
  Experience supporting any of PJM Committees
