The Role
Flexible Work Arrangement: HybridThe Sr. (Lead) Analyst/Engineer is responsible for the operational security, risk management, architecture resilience, and lifecycle management of PJM's Energy Management Systems (EMS) suite of applications.
PJM's EMS ensures the safety, reliability and security of the bulk electric power system for more than 65 million people. The EMS is a collection of applications that are used by the control room operators and engineering support staff. The core applications include the Supervisory Control and Data Acquisition (SCADA), Automated Generation Control (AGC), Model Management (MM), Operator and Dispatcher Training System (OTS/DTS) and Transmission Network Applications (TNA). The applications run on a diversified set of server infrastructure and middleware. The position will focus on the security and resiliency, lifecycle management, and EMS systems upgrades and releases adhering to PJM's Software Development, Integration and Capital Portfolio Management processes. This position will also plan, coordinate, and execute drills and test events and remediation activities to ensure the operational
health and readiness of PJM's tertiary and quaternary environments. The position includes the responsibility of on-call coverage as dictated by the needs of the business and respond, as necessary,
to support calls in off-hours.
Essential Functions:
  • Responsible for PJM EMS's lifecycle management to include the planning and execution of the system enhancements, upgrades and releases. These include vendor technology lifecycle roadmaps, plans and coordination of resources withinOperations Engineering Support division.
  • Coordinate and engage with security groups within PJM for provable, documented adherence to good security policy.
  • Collaboratively work with PJM’s Enterprise Security and Architecture teams to ensure all EMS applications are appropriately security hardened with appropriate resiliency patterns throughout system lifecycle changes.
  • Coordination, planning and execution of Operations and ITS staff for system upgrades, software releases, security tests and vulnerability management activities.
  • Collaborate with project teams to design, develop, manage architecture resiliency within the Energy Management System
  • (EMS) technology architecture stack. Participate and actively draw upon industry lessons learned and human performance feedback of system events for incorporation within PJM EMS design and architecture.
  • Coordinate EMS application business impact assessment for hardware and software changes initiated by the PJM organization.
  • Responsible for planning, coordination, and execution of drills, test events and remediation activities to ensure the operational health and readiness of PJM tertiary and quaternary environments.
  • Brainstorm, contribute and collaborate to identify areas for administration efficiencies, potential automation ideas and process improvements.
  • Responsible for managing and oversight of PJM’s EMS Vendor Management activities including personnel, contracts, defect management and statements of work necessary for the technology lifecycle management activities.
  • Grant, modify or reject application maintenance outage requests based on the needs of system operations.
  • Develop and maintain relationships with Operations Engineering support Subject Matter Experts to ensure the systems are meeting functional and performance expectations.
  • Develop and maintain relationships with Information Technology Services Subject Matter Experts to ensure the security controls new and revised, technology road maps, infrastructure changes are assessed for impact and socialized.
  • Develop and maintain relationships with vendor support Subject Matter Experts to collaborate on diagnostic, troubleshooting and technical architectures.
  • Provide 24x7 callout coverage as dictated by the needs of the business and respond, as necessary, to support calls in off hours
Characteristics & Qualifications:Required:
  • Bachelor's degree in Engineering, Electrical Engineering, Computer Science, Management Information Systems, Information Technology or equivalent work experience
  • At least 5 years of work experience supporting and managing mission critical systems running on multiple operating system platforms and middleware.
  • Ability to produce high-quality work products with attention to detail
  • Experience in quantitative and qualitative analysis
  • Ability to use mathematical and electrical theory
  • Ability to troubleshoot and provide technical support
  • Ability to use mathematical and electrical theory

Preferred:
  • Master's degree in Engineering
  • Experience supporting and managing Energy Management Systems •Power system operations, EMS network modeling and/or EMS Network Applications experience
  • Experience with PJM operations, markets, and planning functions
