We are seeking an Information Systems Security Engineer (ISSE) / Cybersecurity Engineer to support Risk Management Framework (RMF), cybersecurity engineering, Assessment & Authorization (A&A), vulnerability management, and compliance activities across multiple Department of the Navy (DON) systems and programs. This position will serve as a key cybersecurity advisor to program leadership, engineers, Information System Security Managers (ISSMs), and stakeholders throughout the system lifecycle to ensure systems achieve and maintain authorization while meeting cybersecurity requirements.


The ideal candidate will possess extensive experience with RMF implementation, cybersecurity engineering, vulnerability assessments, accreditation activities, and compliance management within Department of Defense (DoD) environments. This role requires the ability to coordinate across multiple technical teams, manage authorization schedules, evaluate system architectures, and provide cybersecurity expertise throughout system development, testing, deployment, and sustainment activities.


Duties & Responsibilities 

  • Serve as the Information Systems Security Engineer (ISSE) supporting Risk Management 
  • Framework (RMF), Assessment & Authorization (A&A), cybersecurity compliance, and continuous monitoring activities throughout the system lifecycle for DoD programs and systems.
  • Develop, maintain, and assess cybersecurity policies, procedures, security documentation, authorization artifacts, and compliance records in accordance with NIST, DoD, NAVWAR, and CNSSI requirements, leveraging tools including eMASS, VRAM, DADMS, and DITPR-DON.
  • Conduct cybersecurity risk assessments, vulnerability analyses, security control evaluations, and remediation activities; support IAVM compliance, ACAS scanning, deficiency tracking, corrective action planning, and continuous authorization readiness.
  • Collaborate with program managers, ISSMs, engineers, development teams, test organizations, and government stakeholders to integrate cybersecurity requirements into system design, development, testing, configuration management, and operational planning activities.
  • Evaluate COTS, GOTS, open-source technologies, Cross Domain Solutions (CDS), PPSM requirements, and engineering changes to determine cybersecurity impacts, authorization requirements, and compliance with RMF and security control standards.
  • Coordinate RMF schedules, security assessments, technical baseline reviews, modernization initiatives, and lifecycle cybersecurity activities while providing status reporting, risk mitigation recommendations, and accreditation support to leadership and program stakeholders.


Required Qualifications 

  • Bachelor’s degree in Cybersecurity, Information Assurance, Information Technology, Computer Science, Engineering, or a related technical field.
  • Minimum of 8+ years of cybersecurity, RMF, information assurance, or cybersecurity engineering experience supporting DoD or Federal programs.
  • Lead Information Systems Security Engineering (ISSE) and Risk Management Framework (RMF) activities across the system lifecycle, including system categorization, security control implementation, Assessment & Authorization (A&A), continuous monitoring, and accreditation support.
  • Develop, maintain, and review cybersecurity policies, procedures, CONOPS, SOPs, authorization packages, and compliance documentation while ensuring alignment with DoD, NIST, NAVWAR, and Information Assurance requirements.
  • Conduct cybersecurity risk assessments, vulnerability analyses, security control evaluations, and remediation planning; manage vulnerability tracking and compliance activities using tools and repositories including eMASS, VRAM, ACAS, DADMS, and DITPR-DON.
  • Collaborate with program managers, ISSMs, engineers, development teams, and assessment organizations to integrate cybersecurity requirements into system design, testing, configuration management, and operational planning activities.
  • Coordinate security assessments, authorization schedules, corrective action plans, and compliance milestones, providing regular status updates and recommendations to program leadership and government stakeholders.
  • Evaluate COTS, GOTS, and open-source technologies, identify cybersecurity impacts and authorization requirements, and support modernization efforts, software baseline management, and continuous authorization readiness.

Preferred Qualifications 

  • Apply expertise in DoD cybersecurity, Risk Management Framework (RMF), Assessment & Authorization (A&A), Continuous Monitoring (ConMon), and cybersecurity engineering to support secure system development, accreditation, and operational compliance.
  • Manage cybersecurity compliance activities utilizing enterprise tools and repositories including eMASS, VRAM, ACAS, DADMS, and DITPR-DON to support vulnerability management, authorization efforts, and security documentation.
  • Conduct security assessments, Security Test & Evaluation (ST&E), vulnerability analysis, Information Assurance Vulnerability Management (IAVM), and remediation activities to ensure compliance with NIST, DoD, and Department of the Navy cybersecurity requirements.
  • Support configuration and change management processes, including Security Control Assessments (SCAs), Configuration Management (CM), Local Change Control Boards (LCCBs), Ports, Protocols, and Services Management (PPSM), and Cross Domain Solution (CDS) authorization activities.
  • Collaborate with engineering, cybersecurity, and program stakeholders to implement security controls, manage cyber risk, and maintain authorization readiness across complex enterprise and mission systems.


Clearance Requirements

The pay range for this role is: $110,00-136,977per year (San Diego (United States))

Skills Required

  • Bachelor's degree in Cybersecurity, Information Assurance, IT, Computer Science, Engineering, or related field
  • Minimum of 8+ years of cybersecurity, RMF, information assurance, or cybersecurity engineering experience supporting DoD or Federal programs
