Sr. Business Analyst

BIICS, Inc is looking to fill a Sr. Business Analyst position. The position is located in Tallahassee, Florida, and candidates must live in Florida and be available to work in Tallahassee, Florida if required. Consultants are required to be off the week of Christmas and New Year unless services are required with prior approval from division leadership.

Responsibilities:

• Facilitate requirements gathering sessions and stakeholder workshops.
  
• Analyze business processes and identify opportunities for automation, modernization, and efficiency improvements.
  
• Collaborate with business stakeholders, developers, architects, testers, and project managers to define solution requirements.
  
• Translate business needs into actionable requirements, user stories, and acceptance criteria.
  
•  Maintain and prioritize requirements artifacts within Azure DevOps.
  
• Support planning activities, including backlog refinement, sprint planning, reviews, and retrospectives.
  
• Coordinate requirements reviews, walkthroughs, and approvals with stakeholders.
  
• Identify and document impacts to business processes, data, integrations, security, and reporting requirements.
  
• Support development teams by clarifying requirements and resolving functional questions.
  
• Assist testing teams with requirements validation, defect triage, and User Acceptance Testing activities.
  
• Support cloud modernization initiatives and Azure hosted application enhancements.
  
• Work with technical teams to document integration requirements, API dependencies, authentication requirements, and data exchange processes.
  
• Support production deployments, implementation planning, and post release validation activities.
  
• Ensure requirements and solutions align with agency governance, security, accessibility, and compliance standards.
  

• Bachelor of Science or Arts degree.
  
• Minimum 7 years of experience as a Business Analyst supporting enterprise application development, modernization, or digital transformation initiatives.
  
• Minimum 7 years of experience producing technical documentation related to requirements, specifications, traceability matrices, designs, or testing.
  
• Minimum 7 years of experience utilizing Azure DevOps or a comparable Application Lifecycle Management platform for backlog management, requirements management, sprint planning, and release tracking.
  
• Minimum 7 years of experience testing custom or off the shelf applications, reports, large data sets, or dashboards.
  
• Minimum 7 years of conducting business process analysis, gap analysis, workflow modeling, and future state solution design.
  
• Minimum 3 years of experience developing user stories, acceptance criteria, process flows, use cases, and requirements traceability matrices.
  
• Minimum 1 year of experience working with Visual Studio .NET.
  
• Proficiency with Microsoft Word, Excel, Visio, Project, PowerPoint, and SharePoint.
  
• Strong written and verbal communication skills, including experience facilitating stakeholder meetings, workshops, and requirements sessions.
  
• Demonstrated experience with large scale implementation projects that are high profile, include multiple technologies and functions, and collaborated with multiple stakeholder groups with diverse and competing needs and expectations.
  
• Experience supporting public sector, early education, workforce, or human services systems.
  
• Experience supporting modernization initiatives involving migration from legacy applications to Azure hosted solutions.
