Evans is seeking a Sr. Acquisition Specialist to join one of their growing contracts supporting the U.S. Navy. We are seeking someone with expertise in high-level acquisition, procurement package development, evaluation support, and policy interpretation across various SBIR Phase activities. This role supports the government in all contract-related actions, ensuring compliance with FAR/DFARS, Navy SBIR instructions, and SYSCOM-specific policies.
Location Details: This role is hybrid with on-site requirements up to 3 days/week at the Naval Air Station in Washington, DC.
Responsibilities
- Prepare, review, and manage acquisition documentation for SBIR/STTR awards, including: evaluation reports, award recommendation materials, procurement request (PR) packages, SOWs, Acquisition Plans (APs), Acquisition Strategy Reports (ASR), Procurement Initiation Documents (PID), funding documents, and other required supporting forms.
- Support the full lifecycle of SBIR Phase I and II proposal evaluations by assisting with scheduling, artifact preparation, reviewer coordination, system data entry, and tracking evaluation milestones; provide advisory support for Phase III actions, including documentation guidance and process raining
- Coordinate and track debrief requests, ensuring timely and policy-compliant responses in accordance with DFARS and DON SBIR procedures.
- Interpret and apply SBIR/STTR statutory authority and assist Government leads in aligning acquisition processes with current legislation and DON policy.
- Maintain accurate and timely updates within SBIR data systems including PMDB, STAIRS, FlankSpeed/SharePoint portals, and associated tracking repositories.
- Assist with data calls to ONR, OSD, SBA, CDAO, contracting offices, and SYSCOM leadership, ensuring accuracy, completeness, and traceability.
- Serve as a regional on-site resource for local SBIR PMOs to coordinate meetings, provide acquisition guidance, and support on-site activities as required.
- Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements.
- Develops & analyzes reports on briefs, point papers, correspondence; attends meetings, conferences, and review boards.
Requirements
- Active DoD Secret clearance (or ability to obtain).
- Master’s Degree in Finance, Supply Chain, or a related field plus 10 years of experience. A Bachelor’s Degree plus 6 years’ additional relevant work experience may be substituted for a Master’s Degree.
- 10+ years of experience in DoD acquisition or contracting.
- Strong working knowledge of SBIR/STTR statutory authority, DoD acquisition processes, and Navy contracting procedures.
- Demonstrated experience developing acquisition packages, supporting source selections, and navigating contracting workflows.
- Ability to provide expert consultation on data rights, IP considerations, and Phase III statutory authority.
- Expertise in data rights, intellectual property, and Phase III statutory authority.
- Excellent communication and stakeholder engagement abilities.
- Strong analytical and problem-solving skills for interpreting policy and legislation.
- Ability to work independently and as part of a cross-functional team.

Compensation
Salary is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $135,000 to 150,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Evans’s total compensation package for employees.
