Role Overview

A Specialized IT Consultant is required to design, develop, and support Business Intelligence (BI) solutions using Microsoft Power BI and Cognos. The role involves translating business requirements into scalable, secure, and high-quality BI solutions, following applicable government I&IT standards and industry best practices.

The consultant will work closely with business stakeholders and technical teams throughout analysis, design, development, testing, and deployment phases.

Key Responsibilities

• Partner with business clients to advise on I&IT solutions that meet business objectives and improve system efficiency
  
• Act as a technical subject matter expert and advisor for BI deliverables
  
• Translate business requirements into technical designs and solution architectures
  
• Design, develop, test, deploy, and monitor BI systems and reports
  
• Define software, hardware, and network requirements
  
• Analyze I&IT requirements and provide independent technical recommendations
  
• Develop implementation processes, procedures, work plans, and effort estimates
  
• Anticipate and resolve technical issues to ensure high-quality, on-time delivery
  
• Support release, deployment, and operational activities across environments
  
• Serve as the primary liaison between technical teams (Dev, QA) and business stakeholders
  
• Ensure solutions meet security, compliance, accessibility, and data privacy standards
  
• Participate in change management and continuous improvement activities
  

Must‑Have Technical Experience

• 5+ years of experience as an I&IT Consultant
  
• Power BI Service (Cloud): report design, development, deployment
  
• Power BI Server (On‑Prem): report design and development
  
• Microsoft SQL Server
  
• ETL development (SSIS), daily job scheduling and monitoring
  
• Release pipeline automation and deployment coordination
  
• Data analysis and data management
  

General Technical Skills

• Systems integration across new and existing platforms
  
• Technology evaluation and recommendation aligned to business goals
  
• Scalable, reliable, and secure solution design
  
• Collaboration with business, development, and infrastructure teams
  
• Technical support across development, testing, and release cycles
  
• Experience with BI and data tools including Power BI, Cognos, Oracle, MS SQL, SSIS, Visual Studio, Git, and SQL-based reporting tools
  

Desirable Skills

• Information Management principles, policies, and practices
  
• Business and data requirements analysis and documentation
  
• Business process modeling and analysis techniques
  
• Experience with Agile and Waterfall SDLC methodologies
  
• Knowledge of accessibility standards (AODA)
  
• Awareness of emerging BI, analytics, and data technologies
  
• Experience using CASE tools for requirements and scope documentation
  

Knowledge Transfer Requirements

• Knowledge transfer to designated internal staff prior to contract end
  
• Completion of all knowledge transfer activities at least two weeks before departure
  
• Storage of all deliverables and documentation in approved version control repositories
  
• Regular written communication on documentation status and locations
  
• Walk‑through sessions and one‑on‑one knowledge transfer meetings
